General Description
This position performs professional work, providing initial and ongoing support for businesses and customers regarding the City's business development process and requirements from start to finish. This position functions as an interdepartmental administrator of business development projects. Work is performed under the general supervision of the City Manager or designee.
This position is non-exempt. Fair Labor Standards Act overtime provisions will apply.
Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.
Primary Duties
- Serves as a liaison between the City and the business community, developers, architects, engineers, landowners, attorneys, citizens and contractors who are conducting development-related, building and permitting business.
- Provides guidance regarding interpretations of City ordinances, state building codes, development plans, applications, permitting, and inspection procedures. Consults with the general public, contractors, design professionals, homeowners, and other staff regarding interpretations of City ordinances, state building codes, development plan reviews, application processes and permitting and inspections procedures.
- Provides information regarding potential and new businesses to key employees in order to ensure knowledge, awareness and assistance.
- Initiates and ensures close coordination with staff located in various departments throughout the organization to assist customers from concept through their certificate of occupancy and beyond.
- Welcomes new developments and businesses on behalf of the city, provides information regarding city requirements and programs and provides support with "startup" issues that relate to the city and other public agencies.
- Helps troubleshoot issues and works to find potential solutions to concerns related to City regulations, staff decisions and processes in an effort to resolve issues while serving the public interest.
- Mediates unresolved matters between City staff and external customers, confirming requirements are presented in an understandable approach; ensures feedback loops are provided frequently and efficiently.
- Monitors national and regional business trends and local, state and federal legislation which may impact the city and businesses.
- Generates ideas and initiates projects that will enhance Clermont's ability to attract needed businesses, including incentives.
- Communicates with various individuals and groups about policies, procedures, building codes, and complex issues helping stakeholders navigate various processes such as development, permitting, construction and inspections in a customer-friendly and professional manner.
- Evaluates city regulations, policies and procedures impacting businesses and recommends revisions / changes to improve the success of businesses.
- Prepares reports, responses, proposals and makes public presentations on projects related to business development.
- Coordinates surveys and proposals including financing, staffing and organization requirements.
- Coordinates and facilitates discovery meetings with relevant staff from appropriate City departments and outside agencies to provide efficient and effective responses to customer concerns in a timely manner.
- Recommends changes in administrative policies, programs, methods and procedures which are in the interest of the city.
- Monitors local, state and federal legislation which may impact the city and businesses.
- Analyzes the needs of the business community; and plans as well as implements ways and means in which the city and its employees may become more involved and more effective in meeting those needs.
- Maintains and develops comprehensive outcome tracking for projects and City communications associated with the assigned projects.
- Coordinates with the webmaster regarding new businesses information.
- Attends trainings, seminars, and conferences as appropriate to enhance job knowledge and skills.
- Performs other duties and special projects assigned.
Minimum Qualifications
Bachelor's degree in Public Administration, Urban Planning, Business Administration, Construction Management, Hospitality, or closely related field.Five (5) years of progressively responsible experience related to community redevelopment, building services, planning, city administration, or project management.Excellent written and verbal communication skills required.Valid Florida Driver's License.In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

Works inside in an environmentally controlled space; but will occasionally work in adverse environmental conditions (e.g., heat, cold, wet or humid conditions, bright / dim lights, dust or pollen, and traffic) for moderate periods of time during outdoor assignments. The position will be exposed to field hazards as well as vehicle, bike, and foot traffic.
