Human Resources Analyst
Under the direction of the Senior Human Resources Analyst, the Human Resources Analyst will lead and continuously improve the City's recruitment, selection, and onboarding program with a dual focus on execution and strategic program evaluation. This position plays a pivotal role in shaping the City's workforce by ensuring that recruitment efforts are data-driven, equitable, and aligned with long-term organizational needs.
Recruitment and selection is one of the most critical functions the Human Resources division provides. This position goes beyond planning and coordinating hiring activities it also serves as a strategic partner and analytical lead responsible for evaluating the effectiveness of recruitment strategies, identifying trends, and recommending improvements to ensure the City consistently attracts and hires high-quality, diverse talent with an intentional focus on customer service.
The Human Resources division is a fast-paced, collaborative environment, and this position is central to the successful hiring of full-time staff and hundreds of part-time seasonal employees each year. The Analyst will work closely with departments to design recruitment plans, develop job announcements, facilitate structured interview processes, and guide hiring managers through each step of the process.
Duties and Responsibilities
Leads end-to-end recruitment and selection processes for a wide range of City positions, including full-time, part-time seasonal, interim, and internal promotional opportunities across all departments. This includes developing recruitment strategies, creating job announcements, screening applications, coordinating interview panels, administering assessments, and ensuring compliance with City policies, Personnel Rules, the Memorandum of Understanding (MOU), and applicable employment laws.
Supervises a team of at least three recruitment staff, including full-time and part-time seasonal (PTS) employees, and is responsible for setting clear expectations related to performance, responsiveness, accuracy, and quality of service. This position leads all aspects of staff management, including hiring, training, motivating, and mentoring team members; establishing performance goals; monitoring workload and service delivery standards; providing professional development opportunities; and addressing performance issues to ensure a high-functioning, customer-focused recruitment team.
Partners with hiring managers to gain a comprehensive understanding of their vacant positions, division priorities, team dynamics, and any unique challenges of their recruitment efforts; recommends targeted and effective recruitment strategies; implements tailored recruitment plans.
Develops recruitment materials and manages selection efforts based on the needs of the position, including drafting job bulletins, preparing interview questions, creating technical exercises; developing marketing strategies; screening applications for knowledge, skills, and experience; maintaining and updating recruitment databases.
Oversees recruitment partnership with Communications division to market positions on social media platforms and evaluate effectiveness of social media posts and campaigns.
Analyzes recruitment metrics such as time-to-fill, outreach effectiveness, and turnover rates to assess program performance and identify areas for improvement; uses applicant tracking system data and workforce analytics to generate reports that inform decision-making and support workforce planning.
Facilitates interview panels, including identifying interview panelists; training panelists on laws, policies, and practices pertaining to recruitment; orienting panelists to help them understand the needs of the position; leading discussions to determine the strengths and weaknesses of candidates interviewed.
Oversees the background check process to ensure all pre-employment requirements are completed thoroughly and timely to ensure a professional and positive hiring experience for both candidates and hiring managers; may assist with background processes as needed, including contacting references; verifying education, certification, and licensing requirements; conducting fingerprinting; authorizing physical examinations and drug screens; and communicating salary information and benefit options.
Communicates interview results to candidates in a timely, professional, and respectful manner to support a positive candidate experience; provides constructive feedback to internal employees to support their growth, development, and future opportunities within the organization.
Trains and coaches employees; presents organizational trainings to help supervisors and managers understand their role in the recruitment process; provides individual coaching for employees to assist them in identifying career goals, develops plans to help them reach their goals, and teaches them how to effectively communicate their skills and experience during interviews.
Responds to inquiries regarding employment opportunities with the City and resolves difficult and sensitive issues.
Manages annual and mid-year budget personnel request process, including analyzing staffing requests including assessing justifications, organizational structure impacts, and classification alignment and updating classification plan and salary schedule ensuring accuracy and compliance.
Manages the City's onboarding efforts by coordinating a consistent and comprehensive process that ensures new employees are effectively integrated into their roles and the organization. Collaborates with internal departments and uses feedback and data to continuously improve the onboarding experience and support employee retention.
Performs other human resources responsibilities and special projects as needed.
Education and Experience
Bachelor's Degree in Human Resources Management, Communications, Public Administration, or a related field.
Two years of increasingly responsible recruitment and selection experience preferably in Human Resources.
Experience performing recruitment functions in a fast-paced organization of similar size is highly desirable.
Master's degree highly desirable.
Supervisory experience is desirable.
Public sector experience is desirable.

Strong problem-solving and analytical skills and the ability to recognize strengths and weaknesses of candidates based on information provided on applications and shared during interviews; analyze recruitment data, workload, and team performance to make informed decisions, improve processes, and make recommendations on effective hiring and selection practices.

Strong work ethic and the ability to be self-motivated, maintain a high level of confidentiality and discretion, and exercise good judgment.
