Summary
Serves as the Chief Medical Officer for one of eighteen Veterans Integrated Service Networks (VISNs) of the Veterans Health Administration. VISN 6 delivers health care services through a network of community-based and home care services, linked access points, medical centers and clinics. VISN programs are coordinated with those of other VISNs located throughout the county. VHA Headquarters in Washington, DC, provides policy development and support to VISN operations.

The Department of Veterans Affairs (VA) Mid-Atlantic Healthcare Network is an integrated health care delivery system which covers North Carolina and Virginia- a dynamic health care environment including large expanses of highly rural and underserved areas as well as burgeoning metro and suburban areas. Current V6 assets include 45 sites of care : 7 VA Medical Centers (VAMCs); 5 Health Care Centers (HCCs); 31 Community Based Outpatient Clinics (CBOCs) and 2 free-standing Dialysis Clinics. As one of the fastest growing VISNs in the nation, VISN 6 is continually expanding Veterans Health Administration (VHA) managed sites of care as well as partnerships with other federal and community partners to provide services to an ever growing Veteran population.

Pay : Competitive salary, annual performance bonus, regular salary increases

The Chief Medical Officer provides direct support to clinicians in all health care facilities and programs within the VISN and interface with Headquarters offices and officials as appropriate for coordination of services throughout VHA. Expert guidance is provided in such areas as clinical programming, established primary care networks, strategic planning for health care delivery, business planning, VISN coordination, academic affairs, human resources, credentialing and privileging, quality improvement and utilization management.

Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements :

3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME / AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Preferred Experience :
1) Additional academic achievement such as a Masters in Business or Healthcare; Bachelors Degree in Business or Healthcare; (2) 3 or more years as a Chief of Staff, Healthcare Administrator, Healthcare Program Manager, or Health information Officer (3) Lead the successful design and implementation of clinical protocols (4) Provide an experienced, clinical perspective to project workgroups & identify and engage other clinicians where necessary to augment own area(s) of subject matter expertise. Champion the roll-out and transformative use of a regional population health management system with an emphasis on clinical change management.(5) Facilitate the development of relationships with network partner providers to effectively implement evidence-based clinical protocols and pathways. Requires the ability to collaborate, listen, and persuade others in executing strategic initiatives.

Physical Requirements : Applicant must meet the physical standards established for this position. The physical requirements for this position may include the following tasks which may be performed intermittently : moderate lifting (15-44 lbs.); moderate carrying (15-44 lbs.); Reaching above shoulders; use of fingers; walking (up to 6 hours); Standing (up to 2 hours); Near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20 / 20 and 20 / 40 in the other; hearing aid permitted; mental and emotional stability required. Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are :
NOTE : The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
