The Loudoun County Clerk of the Circuit Court is seeking a dedicated and highly skilled Civil Division Manager to oversee the operations of the Civil Division. This division manages new civil case filings, subpoena issuance, exhibit and records retention, and the processing of concealed handgun permits. The ideal candidate will be an experienced leader with strong communication, problem-solving, and team-building abilities, along with a solid background in the legal field. This role requires a strategic thinker capable of navigating complex legal matters and fostering a collaborative, high-performing work environment.
Primary responsibilities include overseeing daily operations of the Civil Division, establishing division goals, and monitoring productivity; analyzing procedures, identifying areas for improvement, and providing policy recommendations to the Chief Deputy ClerkJudicial Services; supervising the processing of civil legal documents and ensuring accuracy, efficiency, and compliance; managing the retention, maintenance, and destruction of all Civil Division records, documents, and exhibits; overseeing evidence collection, ensuring proper labeling, storage, and destruction in accordance with the Code of Virginia; preparing and submitting required reports, documents, and information to internal and external agencies; leading and supervising professional and support staff, including performance evaluations, time and leave management, and disciplinary actions; providing staff training on confidentiality requirements, indexing standards, scanning procedures, and compliance with the Supreme Court of Virginia's imaging standards; collaborating regularly with court staff and judges to support efficient court operations; safeguarding the confidentiality of documents, records, and evidence in accordance with the Code of Virginia and court orders; ensuring accurate collection of all required fees and court-ordered funds in compliance with Supreme Court and office policies; and supporting high-quality customer service by guiding staff on legal process explanations and addressing complex public inquiries beyond front-line resolution.
The ideal candidate will have experience working in a Virginia Circuit Court Clerk's Office or a strong background in the legal field. A successful applicant will demonstrate a team-oriented mindset, strong analytical and writing abilities, and a commitment to exceptional customer service and innovation. Hiring salary is commensurate with experience.
Minimum qualifications include a bachelor's degree in business, Public Administration or department-related area and four (4) years of directly related, progressively responsible work experience including one (1) year in a supervisory or management role preferably in a government setting, or equivalent combination of education and experience.
Job contingencies and special requirements include successful candidates undergoing background checks as required. Certified Virginia Master Deputy Clerk and Virginia Paralegal Certification are preferred. Continuing education as a Master Deputy Clerk (once certified) is required.
