Position Overview :
CACI is seeking a talented and highly motivated Contracts Manager to provide embedded support with CACI's program leadership team and the government customer, on-site at NGA, for CACI's Transport and Cybersecurity Services (TCS) prime contract. TCS is a $1.5B single award IDIQ program supporting the NGA geospatial-intelligence mission. This program is a flagship program in CACI's Technology Programs portfolio within the Enterprise IT Line of Business (LOB). The Enterprise IT LOB addresses critical aspects of national security and technological advancement and is part of a comprehensive organizational structure enabling CACI to deliver innovative solutions that empower decision-making, safeguard national security, and maintain technological superiority in diverse operational environments.
Role and Impact :
Within CACI, Contract Managers are expected to build trust and respect with our acquisition customers. As the official face of CACI, the Contracts Manager will perform negotiations and contract management duties in all phases of our programs, from pre-award through the full development, production, and sustainment lifecycle. This position will be integrated with CACI's TCS program team and will function as a strategic business partner responsible for building lasting relationships and delivering balanced and equitable business deals, thus ensuring the long-term, mutual success of CACI and its customers.
As such, the successful candidate needs to be self-sufficient and will need to be able to impact business outcomes, collaborate across the business and with other functions, cultivate relationships with DoD, Intelligence, and Commercial Customers, and shape and draft creative business solutions.
Location :
This role sits side by side with the Program Management Office (PMO) at the National Geospatial Intelligence Agency Campus East (NCE) in Springfield, VA. The successful candidate will have flexibility to work remotely or from other CACI locations as necessary, but the expectation is to work to match the Program Manager's and Contracting Officer's onsite cadence.
Key Responsibilities :
- Provide contractual expertise and leadership to multiple program teams, primarily in the context of federal procurement regulations
- Build and maintain relationships with the Government Contracting Officer or Prime Contractors
- Negotiate price, terms, and conditions with clients
- Negotiate contractual agreements, including contracts, bailment agreements, non-disclosure agreements, associate contractor agreements and teaming agreements
- Monitor performance on the TCS contract and actively participate in change management
- Participate in the development and review of proposals, ensuring compliance with solicitation requirements and corporate policy
- Establish excellent working relationships with Program Managers and other internal stakeholders in functional areas such as pricing, procurement, and government compliance
- Review opportunities for risks, ensure risk assessments are conducted in accordance with corporate policy, and provide mitigation recommendations and approaches
- Route organizational conflict of interest screenings in accordance with company policy and interpret contract terms related to subsequent issues
- Actively participate in client meetings and reviews as an embedded member of CACI's TCS leadership team

10+ years of experience reviewing and negotiating US Government and commercial agreementsBachelor's degree in business, finance, or a related fieldDemonstrated understanding and strong working knowledge of US Government Acquisition Regulations (FAR / DFARS) and agency supplementsExperience supporting capture teams under traditional FAR Part 15 and FAR Part 12 methods, as well as Part 35 (Broad Agency Announcements), Other Transactional Authority (OTAs), and Commercial Solutions Openings (CSOs)Preferred experience supporting the Intelligence Community on technology solutions contractsAdept at contract analysisAptitude to work on diverse contractual issues simultaneouslyAbility to frame, draft and negotiate agreementsExcellent presentation and communication skillsStrong work ethic with a commitment to meeting deadlines with a high degree of qualitySkill in being persuasive while maintaining a positive customer and / or teammate relationshipCurrent or recent National Security Clearance at the TS / / SCI level and willingness to consent to a government-sponsored CI PolygraphDesired :
