Teya Development Company, LLC (Teya) is seeking a full-time Payroll Supervisor to support the Payroll Department based in Anchorage, AK. Incumbent is expected to have extensive experience and knowledge of Deltek Costpoint and Payroll best practices to identify, set up, and monitor payroll system configuration and updates, ensure accurate processing of multi-state / multi-company payrolls, ensure government contracting / payroll requirements are met, and recommend / oversee process improvements.

Duties and Responsibilities :

- Oversee the implementation of the Payroll & Time / Expense modules of Deltek Costpoint from within the Payroll Department. as well as participate in the overall structure, requirements gathering, and review / testing of all payroll and time related data within the company and associated affiliates, joint ventures, or subsidiaries of Teya.
- Accountable for ongoing Costpoint system configurations, internal audits, and updates, as needed.
- Supervise the daily operation of the payroll function, including managing assigned staff.
- Assist with processing and auditing multi-company, multi-state, union, and certified payrolls regulated by the Davis-Bacon Act (DBA).
- Maintain payroll records, logs, and files in accordance with company policy, state and federal laws, and regulations. Responsible for maintaining payroll records and systems.
- Serve as a point of contact for payroll-related questions and provide guidance and support to managers.
- Ensures end-to-end payroll operations are timely and accurate for a multi-state, multi-entity organization, as well as ensuring compliance with federal, state, and local laws, tax laws, and labor regulations.
- Ensure accurate application of Service Contract Act (SCA) requirements, including wage determinations and health & welfare components.
- Administer and audit union payrolls, ensuring compliance with collective bargaining agreements (CBAs).
- Conduct regular audits of payroll data / processes and lead internal and external audits / requests, including those related to DCAA, SCA, and union regulations.
- Safeguard employee data and maintain confidentiality.
- Determine and evaluate opportunities for continuous improvement and streamline work processes, to provide customer service to stakeholders.
- Prepare and submit required state, federal, multi-state, and union reporting, including W-2s and requests from other client agencies.
- Prepare reports and payments for employer and employee benefit costs such as union dues, pension, health insurance, flexible spending, and workers compensation.
- Maintain a schedule of tax filings by state and entity to ensure timely payments and comply with government laws and regulations in connection with payroll and tax procedures.
- Responsible for ad hoc reporting requests and represents payroll interests on assigned projects.
- Provide annual and periodical training to supervisors and employees.
- Develop, document, and implement payroll processes, policies, and internal controls.
- Actively ensure accurate data related to employees, positions, pay, etc.
- Collaborate closely with HR, Benefits and other departments on payroll reconciliations and deductions.
- Manage missed payments and premiums, including during leaves of absence and otherwise.
- Visit job sites or deliver checks, as needed.
- Reconcile payroll-related general ledger accounts and post journal entries as part of month-end close.
- Performs other related duties as assigned.
Required Qualifications and Experience :

Bachelor's degree in accounting or related field; OR equivalent combination of education and experience.Five (5) years of payroll experience, with direct responsibility for multi-state and multi-company payroll processing and supervising a payroll team.Two (2) years of experience working in government contracting : to include union payroll, collective bargaining agreements, Davis Bacon and SCA wage determinations.Two (2) or more years of experience working with Deltek Costpoint in People, Payroll, Timesheets, including reporting system such as Cognos or Power BI, etc.Skill in the use of Microsoft Office and Excel at an intermediate level.Knowledge, Skills, Abilities, and Other Characteristics
Ability to research applicable legislation and remain knowledgeable of local, state, and federal laws.Ability to read, write, and interpret documents such as contract information sheets / performance work statements, Wage Determinations, Union Collective Bargaining Agreements (CBA), operating and maintenance instructions, and procedure manuals.Ability to translate regulatory requirements into system set ups and configurations, create internal controls, and reports.Demonstrated ability in general accounting, financial government accounting and audit principles, procedures, and techniques. Including Service Contract Act principles, Wage Determinations, Health & Welfare; Davis Bacon Act principles, etc.Knowledge of federal, state, local, tax, and labor laws, requirements, and regulations.Ability to gather and understand routine reports. Work with applicable departments (IT, Benefits, Finance, HR, etc.) to author, update, or maintain automated reports.Ability to draft written correspondence, speak effectively before groups of employees or customers, and communicate with all levels of an organization.Ability to deal with problems involving several concrete variables in standardized situations.Ability to prioritize and multi-task to meet assigned deadlines.Thorough understanding of generally accepted auditing standards.Thorough understanding of methods of systems analysis and the principles, design, and procedural methods used in computer and database development.Ability to operate calculator ten key and computer keyboard.Ability to work independently and in stressful situations.Ability to analyze financial data and prepare financial reports, statements, and projections.Strong analytical and problem-solving skills.Preferred
Certified Payroll Professional (CPP) designation or in progress.Working in government contracting or industries subject to SCA and union regulations.Working with Alaska Native Corporations (ANC's).Familiarity with DCAA and FAR payroll compliance.401(k) administration, and general ledger (GL) reconciliation.Physical Demands and Working Conditions :
