Program Manager
The Program Manager serves as the key personnel lead responsible for the overall management, coordination, and successful execution of all contractor-provided Small Business Program support services for the Defense Health Agency (DHA) Office of Small Business Programs (OSBP). This role ensures all PWS tasks, deliverables, staffing, and quality requirements are met while maintaining consistent communication with DHA leadership, the Contracting Officer (CO), and Contracting Officer's Representative (COR).
Key Responsibilities
Program Leadership & Oversight
- Serve as the primary point of contact to the CO and COR for all contract-related matters, with full authority to act on behalf of the contractor.
- Oversee execution of all PWS-defined tasks, ensuring alignment with DHA's mission, timelines, and performance standards.
- Lead transition-in and transition-out activities, ensuring minimal disruption to DHA operations and full compliance with transition requirements.
- Conduct semiannual performance review meetings and prepare follow-up documentation summarizing issues, corrective actions, and next steps.
Staffing & Workforce Management
Maintain staffing levels in accordance with the approved Staffing Plan; fill vacancies within 30 days and provide required updates on recruitment and coverage.Submit monthly Staffing Plan status reports detailing staffing, coverage, upcoming changes, and vacancy mitigation strategies.Ensure contractor personnel complete all onboarding, security, training, and NDA requirements.Quality Assurance & Contract Compliance
Develop, maintain, and update the Quality Control Plan (QCP), ensuring proactive identification and correction of performance issues.Ensure timely submission of all contract deliverables, including Monthly Progress Reports, Weekly Small Business Achievement Reports, Semiannual Subcontracting Reports, and QC assessments.Ensure all personnel adhere to security, CAC access, physical safeguarding, and information-handling requirements.Program Execution Support
Oversee daily support activities related to small business program execution, including data analysis, reporting, communication distribution, and stakeholder engagement.Ensure accurate and timely collection, review, and reporting of DHA small business performance metrics.Support development of briefing materials, presentations, and executive summaries as required.Required Qualifications
As defined in PWS 1.12 :
Bachelor's degree in a business-related field and minimum five (5) years of experience managing multiple functional areas and direct reports; ORBachelor's degree + 4 years program / project management experience;Associate's degree + 6 years of experience;High school diploma / GED + 8 years of experience.Knowledge & Skills
Strong understanding of federal procurement, FAR / DFARS, and small business programs.Experience managing performance-based government contracts.Proven capability in staff leadership, performance oversight, and quality assurance.Excellent communication, coordination, and stakeholder engagement skills.Ability to manage multiple deliverables, priorities, and reporting cycles under firm deadlines.Benefits
