Project Coordination Specialist (Title 32)
This National Guard position is for a PROJECT COORDINATION SPECIALIST (TITLE 32), Position Description Number D2589000 and is part of the FL JFHQ, National Guard.
Responsibilities : As a Project Coordination Specialist, GS-0301-11, you will analyze, coordinate and / or perform a variety of special projects / program assignments and studies leading to the resolution of management problems and improvement of operations. Independently develops a plan of action and recommends solutions. Coordinates with State ARNG / ANG Command staff, Directorates or Group Commanders, and NGB Functional Managers to obtain and exchange information and develop recommendations for management decisions. Monitors and analyzes program / project progress, recommending changes based on findings as needed. Develops all reports, briefings, and status of assigned projects / programs. Performs a wide variety of support duties to facilitate the work of the office. Arranges scheduling of appointments, meetings, briefings, and other commitments directly effecting future decisions and program direction.
Requirements : Conditions of Employment : Qualifications AREA OF CONSIDERATION : This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1 : All permanent / indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3 : All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS : Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation : Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022 : This position is "included" in the bargaining unit and eligible for labor organization representation. Military Grades : Officer / Warrant Officers / Enlisted : E7 thru O3 TEMPORARY PROMOTION- For Title 32 selectees only : This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he / she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his / her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only : This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he / she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and / or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his / her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE : Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE GS11 : Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and / or experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience : Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
