Human Resources Generalist

Reporting to the Director II of Total Rewards, the HR Generalist is responsible for assisting with the administration of all benefits and retirement programs, including medical, dental, vision, life insurance, short- and long-term disability, employee assistance program, employee tuition reimbursement, tuition waivers, and wellness initiatives. This position plays a key role in the design, administration, and communication of the College's total rewards programs, including employee benefits, compensation, and wellness initiatives. This position ensures that the College's programs are competitive, equitable, compliant with regulations, and aligned with the institution's mission to attract, retain, and engage a talented and diverse workforce. Additionally, the individual in this position assumes the lead role for off-boarding permanent faculty and staff positions.
Specific Duties and Responsibilities :
- Employee Benefits Administration 50%
- Administers and manages Family Medical Leave Act (FMLA) cases, Short- and Long-Term Disability, and Life Insurance claims.
- Administers Workers' Compensation cases with the college's WC carrier and maintains secure data files for each WC case.
- Maintains OSHA log on occupational illnesses and injuries and completes annual entry of data via online reporting required by OSHA.
- Responsible for Unemployment claims processed through Unemployment Tax Service.
- Assists with the administration of employee benefit programs including health, dental, vision, life insurance, disability, retirement, and wellness programs.
- Serves as primary point of contact responding to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries.
- Responds to retirement plan inquiries from managers and employees relating to enrollments and contribution amounts.
- Responsible for processing new TIAA and Fidelity Supplemental Retirement plan elections through payroll deductions.
- Assists with the Annual Benefits Open Enrollment activities and employee information sessions.
- Ensures the accuracy of all benefits enrollments in the HRIS to provide vendors with accurate eligibility information.
- Ensure benefit plans are administered in compliance with ERISA, ACA, COBRA, HIPAA, and other applicable laws and regulations.
- Maintains strong relationships with benefits vendors and brokers to ensure efficient service delivery and cost effectiveness.
- Performs quality checks of benefits-related data in the HRIS system.
- Reconciles Health Savings account on monthly basis.
- Serves as a Maryland State Retirement Plan coordinator for the college.
- Offboarding and Retirement Plan Administration 20%
- Receives and safeguards Jot forms and resignation letters from managers and employees.
- Guides employees through the off-boarding process, including communicating benefits available to eligible retirees, and benefits available through COBRA.
- Responsible for processing all Retirement applications to MD State Retirement; including re-certifying sick leave hours one month from retirement date with MSRP.
- Processes all terminations in the HRIS system for permanent staff and faculty.
- Confirms annual leave balances to be paid out, coordinates payment with Payroll staff.
- Compensation 15%
- Support the development and administration of the College's compensation structure, pay grades, and job classification system.
- Conduct market research and salary benchmarking to ensure internal equity and external competitiveness.
- Partner with supervisors to create and update job descriptions in alignment with institutional standards and FLSA classifications.
- Assist with the annual compensation studies and market increase processes.
- Assist with processing annual Permanent Faculty contracts.
- Provide data analysis and reporting on compensation trends, pay equity, and workforce metrics.
- Compliance and Reporting 10%
- Maintain compliance with all applicable employment, compensation, and benefits laws and regulations.
- Maintain accurate and confidential employee records in accordance with college policy and applicable laws.
- Assist with generating and submitting employee census reports to benefits carriers.
- Assist with gathering employee and retiree benefits data for auditors, including but not limited to supporting documentation of benefit enrollments and terminations.
- Employee Engagement and Wellbeing 5%
- Assists with Human Resources sponsored wellness initiatives for faculty, students, and staff including but not limited to wellness fairs, organizing on campus fitness classes, and financial and mental wellbeing seminars.

Minimum Education and Training :
Bachelor's degree in Human Resources, Business Administration, or related field. Experience and / or other training may be substituted for education requirement.Four years' experience in HR and / or Benefits Administration.Proficient with Microsoft Office Suite.Preferred Education and Experience :
Professional HR certification (PHR, SHRM-CP, CEBS, or CCP) preferred.Master's degree preferred.Five years' experience in HR and / or Benefits Administration.Licenses, Certifications, or Additional Requirements :
Financial disclosure is required for this position.Notary Public or ability to obtain within three months of hire.Maryland State Retirement Coordinator Certification is required for this position, or ability to obtain certification within three months of hire.Minimum Qualifications and Standards Required :
In-depth knowledge of benefits laws and regulations (ACA, ERISA, COBRA, HIPAA, FLSA, etc.).Strong analytical skills with the ability to interpret data and make sound recommendations.Excellent interpersonal and communication skills, with a commitment to customer service and confidentiality.Proficiency with HRIS systems and Microsoft Office Suite (especially Excel).Demonstrate excellent work ethic and personal integrity.Ability to productively work independently as well as in a team environment.Ability to manage and prioritize assignments.Demonstrated ability to interact credibly and effectively with stakeholders at all levels within an organization.Ability to be flexible and adaptable in a fast-paced environment.Ability to work independently and remotely with minimal supervision.Proficient knowledge of computer applications including common office productivity software, internet, and software applications and platformsPHYSICAL DEMANDS : The work is sedentary work which requires exerting up to 10 pounds of force occasionally.
