E&O Purchasing Agent

The work you will do :

E&O Purchasing Agent / Assistant Secretary of Engineering & Operations / State Highway Engineer This position will be responsible for purchase of goods and services for Engineering and Operations. Determine methods of procurement, evaluation of purchases for compliance, and obtaining quotes. Will assist with engineering contracts and personnel actions.

Your specific responsibilities :

  • Locates and arranges for purchase of goods and services necessary for efficient operation of the organization.
  • Adheres to Florida Department of Transportation (FDOT) policies and procedures for competitive solicitations and procurement of goods and services.
  • Responsible for acquiring goods and services for Engineering and Operations.
  • Analyzes price proposals, financial reports, and other data and information to determine reasonable values.
  • The incumbent has a purchasing card which allows a single purchase exceeding $35,000; has financial disclosure responsibility in accordance with Chapter 112.3145, Florida Statutes.
  • Sorts claims and resolves complaints generated during performance of contract or purchase order.
  • Evaluates all purchasing of commodities for contractual compliance.
  • Obtains quotes, verifies availability, ensures accuracy of information, and compliance with purchasing rules and regulations.
  • Determines method of procurement (State Purchasing Card or My Florida Marketplace).
  • Orders commodities, assigns object codes, logs purchases on the Purchasing Tracking Sheet.
  • Prepares consultant contracts related to all functions for Engineering and Operations.
  • Reviews invoices for vendor payments and verifies invoice approval.
  • Maintains budget allocation and monthly expenditures for each contract.
  • Recommends changes in scope of services to assist management with services needed.
  • Completes encumbrances, Letter of Authorization, and other documentation required to maintain budget for consultant funding.
  • Assist the E&O Program Manager in engineering contracts. Responsibilities include encumbering and tracking funds, issuing Task Work Orders and amendments, and assisting in processing invoices.
  • In addition, E&O Program Manager in all budget preparations for all E&O Cost Center. This includes but not limited to, conducting training on all items related to contract execution, Budget Preparation, teaching staff how to properly track a budget, prepare master allocations when needed and use the purchasing systems within FDOT.
  • Prepares personnel actions including, but not limited to, recruitment, selection, classification packages and performance evaluations.
  • Works with management and staff to prepare, and research as necessary, personnel paperwork in accordance with department requirements.
  • Keeps up-to-date on the latest Human Resources procedures and policies.
  • Manage several accounts for E&O including but not limited to all cellular phone accounts, lease payments, utilities payments, and assisting with inventory tracking.

  • Knowledge of accounting principles and practices.
  • Knowledge of purchasing laws and procedures.
  • Skilled at determining work priorities, and ensuring proper completion of work assignments.
  • Ability to develop approaches for implementing an idea.
  • Ability to find information and identify essential information.
  • Ability to identify the nature of problems and determine a solution.
  • Ability to negotiate with vendors to benefit the Department.
  • Ability to professionally write and verbally communicate effectively.
  • Ability to use multiple computer programs including such as Excel, Word.
