Job description

Contracting Specialist

The purpose of this position is to serve as a Contracting Specialist by providing Nonappropriated Fund (NAF) procurement and procurement-related support to Commander Navy Region Southeast (CNRSE) N9 Fleet and Family Readiness (FFR) Programs on NAS Jacksonville, FL. Incumbent provides specialized expertise in the procurement of supplies, services, and equipment.

Major duties and responsibilities include :

  • Providing procurement facilitation to program customers, technical and financial specialists, co-workers, and vendors.
  • Providing acquisition guidance and technical support by assisting customers with interpreting procurement policies, reviewing statements of work, solicitations, and contract requirements for supplies and services.
  • Acting as acquisition specialist for requirements from cradle to grave.
  • Receiving and analyzing purchase requests and other related documents for accuracy and correctness for a variety of supplies and services unique to CNRSE and FFR needs.
  • Determining the best method of procurement, such as formal negotiated contract, purchase order, delivery order, or purchase card.
  • Selecting appropriate contract type, contract terms, pricing provisions, applicable contract clauses, and acquisition methods.
  • Conducting negotiations for a wide range of contractual actions.
  • Negotiating with contractors on non-routine problems such as cases where no precedent has been established and when procuring first-time highly technical or complex supplies and equipment.
  • Acting on items and services with urgent priority, assuring that all legal and regulatory requirements are accomplished.
  • Conducting pre-performance conferences and debriefs.
  • Facilitating as a liaison between CNRSE and FFR personnel; and contractors, to educate customers on regulatory directives and policies, clarify contractual and / or technical requirements; and incorporate knowledge on projected requirements to develop adequate sources of procurement.
  • Providing advisory purchasing assistance to CNRSE Headquarters, and FFR personnel pertaining to the resolution of purchasing problems.
  • Participating in assist visits and providing training because of those visit findings.
  • Performing other duties as assigned.

Qualifications :

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Must have at least one (1) year comprehensive knowledge and experience implementing the policies and procedures of contracting in relation to procurement.

Knowledge of NAF and appropriated fund procurement operations, policies, and procedures.

Knowledge and professional understanding of the competitive basis for all NAF contracting and a clear understanding of the contract process associated with NAF procurement.

Knowledge and understanding of the importance of the requirements of the contract process and their relationships to each other, beginning with a purchase request through the solicitation, evaluation, award, delivery, and payment for the specific goods or services purchased.

Must have the ability to independently resolve complex issues resulting in the completion of a purchase.

Knowledge and professional understanding of the competitive basis for all NAF contracting and a clear understanding of the contract process associated with NAF procurement.

Knowledge and application of Federal statutes, Department of Defense (DoD), Department of the Navy (DON), and Commander Navy Installations Command (CNIC) procurement / contracting regulations as well as various industry practices, publications, and trends.

Knowledge and application of automated financial management systems and on-line computer programs.

Experience and skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.).

Experience and skill in analyzing / evaluating records, reports, regulations, and other relevant materials pertaining to procurement / contracting, and in preparing reports.

Experience and skill in conducting subject matter related training.

Ability to communicate effectively both orally and in writing.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
