Code Enforcement Officer I

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The Riverside County Code Enforcement Department has an opportunity for a Code Enforcement Officer I who will be assigned to Special Enforcement Team (SET) in Riverside.

The Code Enforcement Officer I performs field and office work in the compliance of land use ordinances and related code provisions; confers with residents, business representatives, and other parties regarding the nature of municipal codes and ordinances in order to encourage compliance. Additionally, the Code Enforcement Officer I investigates and reports on complaints, issues warnings and citations, and performs other related duties as required.

Competitive candidates will possess knowledge and experience in state laws, as well as municipal and County codes and ordinances governing land use and zoning; addressing illegal vending; techniques of investigation, including interviewing and fact-finding related to code and ordinance compliance. Certification as a Code Enforcement Officer from a state-recognized organization is highly desired.

The Special Enforcement Team will be scheduled to operate during night hours and on weekends.

The Code Enforcement Officer I is the entry-level classification in the Code Enforcement Officer series and reports to the Supervising Code Enforcement Officer. Incumbents perform the more routine investigative and compliance work while acquiring the training and skills necessary to perform the full range of code compliance activities.

The Code Enforcement Officer I is a natural progression underfill for the Code Enforcement Officer II. Incumbents are eligible to promote to the Code Enforcement Officer II level upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

The Riverside County Code Enforcement Department is responsible for protecting the health, safety, and welfare of residents in the unincorporated areas of Riverside County.

Examples of Essential Duties

Ensure compliance with County land use, housing, zoning, abatement, and nuisance codes and ordinances by receiving, recording, and investigating complaints regarding non-compliance.

Contact property and business owners to schedule and conduct on-site inspections; advise residents, business representatives, and other parties of ordinance requirements and seek to gain voluntary compliance through information and education efforts.

Document code and ordinance non-compliance by taking photographs, measurements, and recording all pertinent information from the parties involved; issue notices of non-compliance and when necessary, citations; prepare clear, concise, and comprehensive files, records, reports, and correspondence.

Maintain records of inspections and compliance efforts; prepare required documentation for legal actions; may testify in court or administrative proceedings regarding code or ordinance non-compliance; perform follow-up actions as needed to ensure compliance.

Confer with related agencies and County departments on disposition of complaints and code non-compliance.

Minimum Qualifications

Experience : One year of technical experience performing duties involving land use, zoning, building inspections, public safety, code enforcement, administration of justice, or abatement work.

Knowledge of : State laws and municipal and County codes and ordinances governing land use and zoning; the elements of planning and zoning; techniques of investigation, including interviewing and fact finding related to code and ordinance compliance.

Ability to : Read, interpret, and research laws, rules, regulations, legal documents, legal descriptions, maps, and building plans; obtain information and evidence by on-site inspection and interviews; analyze and compile technical information on code investigations and non-compliance activities; establish and maintain effective working relationships; prepare clear, concise, and accurate reports; operate standard office equipment and computer systems to retrieve and enter data.

Supplemental Information

Essential Physical Abilities : Ability to see, hear, walk, sit, stand, bend, type, manipulate electronic devices (cell phones, digital cameras).

Physical Exposures : This is a field position. Physical exposures may include, but not be limited to, weather, including temperature extremes (heat or cold), noxious odors or smells, dust, pollens, various animals, various terrains.

Other Requirements : Possession of a valid California Drivers License is required in order to use county vehicles to travel throughout the county. Completion of P.O.S.T. approved PC 832 training required prior to completion of probationary period.
