Purchasing Manager

Under general direction, the Purchasing Manager will plan, organize, supervise and administer the daily operations of the city-wide purchasing program functions and activities in the Purchasing Division of the City Manager's Office. Develops and evaluates purchasing program activities and related policies and procedures.

Direct supervision and direction will come from the City Manager or designee. May exercise supervisory responsibility.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position specific duties.

  • Plans, organizes, reviews and administers city-wide program for the purchase of supplies, equipment and services for City departments.
  • Develops and implements administrative instructions and related policies and procedures for purchasing activities and contract management.
  • Develops and implements formal and informal bidding policies, and develops bid documents and specifications for services, supplies and equipment, and evaluates bids against specifications and recommends or awards contracts or purchases in accordance with City policies, codes and laws.
  • Oversees, monitors, and evaluates purchasing program activities and works with City staff to ensure cost effectiveness, quality of product and services, accuracy of record keeping and standardization of purchasing practices.
  • Develops and implements City-wide training and assistance to support and direct departments in the implementation of purchasing policies and procedures.
  • Monitors compliance with City's purchasing and budgetary policies and procedures, and makes recommendations to improve efficiency and effectiveness of related systems and processes.
  • Monitor and implement changes and processes to ensure compliance of new legislation and / or new requirements impacting the Controller's Office.
  • Negotiates with vendors regarding pricing, price changes, trade discounts and deliveries, and prepares financial analysis to determine the cost effectiveness of acquiring services and equipment.
  • Works closely with the Legal division in the preparation of contracts.
  • Train, guide and supervise assigned staff.
  • Updates and maintains the listing of City's fixed assets.
  • Assist in conducting year-end closing in relation to fixed assets.
  • Administers, organizes and monitors the disposal of obsolete or surplus materials and equipment.
  • Provide audit support and respond to requests for documentation for internal and external audits.
  • Prepares recommendations for City Council consideration.
  • Makes presentations regarding purchasing agreements, as required.
  • Represent the City at special events, functions and conferences when necessary.
  • Performs related duties and responsibilities as assigned.

Education and Experience :

  • Possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business, Public Administration or related field. Five (5) years of professional level work experience, preferably in local government, in purchasing or procurement management. Related experience may substitute education on a year for year basis.
  • Required Licenses and Desired Certifications :

  • Must possess a valid California Class C Driver's License within six months of appointment.
  • Certification by the Institute of Supply Management as a Certified Purchasing Manager (CPM) or certification by Universal-Public Purchasing Certification Council as a Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) is highly desirable.
  • Knowledge, Skills and Abilities :

  • Required Knowledge of : Principles, methods and practices of governmental purchasing operations and inventory control. Relevant federal, state, and local laws, rules and regulations regarding public agency procurement and contracting. Techniques for establishing sources of supply, product of vendor information and vendor performance evaluations. Methods and practices used in competitive bidding. Automated procurement systems and computer network operations. Quantitative and management analysis techniques. Effective customer service techniques.
  • Required Skill In : Developing, overseeing and participating in the management of a comprehensive purchasing program. Interpreting and applying federal, state and city laws and regulations related to public agency procurement and contracting. Developing technical bid specifications and evaluating bids. Negotiating effectively with vendors resolving vendor payment problems and contract compliance issues. Preparing accurate and legally correct specifications and contracts. Analyzing problems, identifying alternative solutions and projecting consequences of proposed actions and implement recommendations. Preparing and maintaining accurate and complete records. Responding to requests and inquiries from City staff, vendors and the public. Meeting multiple deadlines and handling multiple projects. Using a personal computer and applicable software applications. Training other city staff on City purchasing practices, procedures and requirements. Communicating effectively both orally and in writing. Establishing and maintaining effective working relationships with those contacted in the course of work.
  • Physical Demands / Work Environment :

  • Work is primarily performed indoors in a standard office environment and will visit off-site vendors and City facilities.
  • Work requires the ability to operate office equipment requiring repetitive hand movement and fine coordination including the use of a computer keyboard.
  • Work requires frequent light lifting boxes of files or equipment (up to 25 lbs)
  • Work requires sorting, filing and typing.
  • Work requires finger dexterity and near vision
  • May be exposed to minor amounts of dust and occasional sounds of office equipment running.
  • Must be able to work extended hours, including evenings and weekends on occasion.
  • Internal applicants must use their personal email to apply, as City of Compton work emails will not be accepted for job applications.     The purpose of this examination is to establish an eligible list from which vacant position(s) may be filled. Phase one (1) is a written examination (weighted 50%) which will measure all or portions of the above knowledge, and skills. Phase two (2) is an oral examination (weighted 50%) that will be administered by an appraisal panel to evaluate professional qualifications, background and suitability. A passing score for each phase is 70%. Each candidate will be notified via e-mail of their status at each step of the recruitment. The City of Compton reserves the right to utilize alternative testing methods, if deemed necessary. Failure in one phase of the examination shall be grounds for declaring the applicant as failing in the entire examination, and as disqualified for subsequent parts of an examination.

Recruitment may be conducted on a (a) promotional basis, (b) open-competitive basis, or (c) promotional and open-competitive basis simultaneously. All candidates who attain an overall score of at least 70.00 (open-competitive) and at least 75.00 (promotional) will be placed in rank order on the relevant eligible list(s). Each eligible list shall remain in effect one (1) year from the date of its establishment unless it is extended, abolished or exhausted. Whenever possible, three (3) names are certified to fill any one (1) vacant position. No candidate may be certified more than three (3) times for any one classified position. When certifying eligible lists to appointing powers, the promotional eligible list takes precedence over the open-competitive eligible list. A department manager's recommendation for employment is subject to the City Manager's approval. A candidate may, within five (5) days after taking the written examination, file in writing with the City Manager an appeal against any part of the test, citing the item or items against which the appeal is directed, and the reason(s) for such appeal. The Personnel Board will consider appeals from the decisions and ratings of qualifications appraisals (interview) boards if such appeals meet the conditions described in the Personnel Rules and Regulations (Section 6.8). All examination papers, including the employment application, resume, and other attachments submitted by candidates are the property of the Personnel Board and are confidential records which may be open to inspection only for purposes and under conditions established by the Personnel Board.
