Job description

Job Description and Duties

This position is located at the Sacramento DMV Headquarters.

Under the administrative direction of the Information Systems Division, Governance Branch Chief (Information Technology (IT) Manager II), the IT Specialist III serves as a highly skilled and experienced technical analyst, providing expert guidance on the California Project Approval Lifecycle (PAL) framework. This position ensures compliance with state regulations, conducts feasibility analyses, and oversees the approval process for information technology projects that enhance DMV operations and services.

As the primary technical analyst for PAL processes within the DMV, the IT Specialist III plays a critical role in managing and advancing key initiatives, including IT system upgrades, infrastructure improvements, and operational enhancements. This position requires expertise in project planning, regulatory compliance, and stakeholder coordination to drive successful project execution while ensuring alignment with state and departmental priorities. Additionally, the IT Specialist III serves as the lead technical analyst responsible for developing and managing Financial Analysis Worksheets (FAWs) to support project budgeting, expenditure tracking, and financial decision-making. This role involves providing technical expertise in cost estimation across various project lifecycle stages, including planning, execution, and closeout, to facilitate effective financial planning. The incumbent is responsible for designing and implementing tools and methodologies for tracking project costs, enabling real-time monitoring, and reporting of financial performance. The analyst must also identify and resolve discrepancies in project financial data, ensuring alignment with regulatory requirements and promoting fiscal accountability.

This Limited Term position may be extended to 24 months and may become Permanent.

Working Conditions

Part-time telework available. Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. Employees may be required to report to the office as necessary.

This position may be required to occasionally report to the designated office location in DMV headquarters at 2415 First Avenue, Sacramento, California, 95818. Travel expenses related to reporting to designated office is employee’s own responsibility and is not eligible for reimbursement.
