Job Description
Under general supervision, coordinates, leads, and trains entry-level staff on various project control activities while working closely with program managers, project managers, and project support staff within the assigned department. Provides technical input for the City's project control system (Primavera P6) that is utilized by various City departments, including developing, implementing, and recommending new reporting techniques within the P6 system in collaboration with project managers and IT personnel.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Leads, reviews, and trains entry-level project control staff members in work areas including proper project / program methods, scheduling, and cost / budget data.
- Assists program managers and project managers in the development of scope, schedule, budget, and cost data for capital projects.
- Assists in the creation of Work Breakdown Structures (WBS) and development of baseline schedules for capital projects; updates and maintains Critical Path Method (CPM) schedules and baseline project schedules.
- Coordinates with consultants and contractors on development of schedules that meet requirements set forth in the schedule specifications; qualifies and apportions the effect of a delay or change.
- Recommends continuous system expansion of Primavera P6 functionality utilization to enhance execution of project performance; defines and implements user skills and processes needed to develop and archive projects into the Primavera Cloud.
- Develops project improvement techniques using feedback from project managers and uses improved techniques for reporting requirements including schedules, cost, earned value, and analytics.
- Collaborates with the IT department to develop prototypes for automated systems to streamline scheduling and budget processes.
- Reviews submitted baseline and progress schedules for compliance with City guidelines and analyzes schedules for reasonableness compared to project scope and progress.
- Works with department project managers and program managers to evaluate schedule status and provide recommendations to address schedule deficiencies or expedite schedules.
- Assists with the integration of schedule data with project cost data in the City's Capital Project Management System (CPMS).
- Assembles and compiles schedule and cost data and inputs into the Project Controls Systems to ensure appropriate project status.
- Monitors and reviews project controls data (schedule and cost) for capital projects.
- Prepares status reports and other related project planning and control documentation; prepares CIP data for dashboards and project webpages.
- Interfaces with program managers / project managers to define needs for changes to budgets and schedules and identification of variances from the original project plan; develops process improvement plans to meet department goals in utilizing the P6 system.
- Prepares and develops customized reports for program managers / project managers and various City departments.
- Participates in program and project status meetings and coordinates with other Project Controls Specialists and associated staff across the City.
- Performs other related duties as required.

Bachelor's degree in a related field such as planning, engineering, business administration, finance, or public administration and three years of experience working with project scheduling, cost estimating, and tracking in a capital project organization, including project management system (such as Primavera-P6) experience.
