Role Description :

This role shall provide field support for the Natural Resources Management (NRM) Timber Hydro team (Hydro) as a contractor to PG&E. Senior level position capable of performing inspections data entry reporting and project management. Familiarity with Maps and Field Maps applications.

Field oversight support tasks includes but not limited to Timber Cruising and marking completing Timber Harvest plans provide oversight of compliance with timber sale contracts Forest Practice Rules and timber harvest permits provide support for federal agency timber sales preparing 1600 series permitting applications Biological surveys environmental reviews completing desktop reviews of assigned inspection areas field collecting spatial data within the approved GIS platform completing inspection reports which include a clear concise narrative description of current road conditions and suggested or prescribed work photos and maps overseeing contractors performing access road construction and / or maintenance work conducting safety engagements and reporting any safety hazards concerns or conditions of nonconformance.

These tasks will be assigned to the Forestry Technician by the Land Program Manager (LPM) assigned to the service territory. Forestry Technician 3 must be knowledgeable and capable of identifying and mitigating the inherent risks associated with field work must be capable to work independently with minimal oversight be able to communicate clearly and effectively to internal and external clients maintain a professional standard of work and behavior and provide complete deliverables in a timely manner. Forestry Technician 3 personnel are also responsible for ensuring that they themselves and the contractors they are overseeing are adhering to applicable PG&E Procedures and Standards as well as Forest Practice Rules.

Essential Duties & Responsibilities :

  • Contractor shall complete Work at the following location(s) :
  • Hydro Power Generation facilities and land & Systemwide facilities and lands.

Cal Fire permitting for timber harvest. Contractor shall :

  • Review revise amend or prepare Timber Harvesting Plans (THP) Exemptions timberland conversion permits or other associated permits for timber harvesting. All fieldwork shall be updated and completed as required for the THP or work shall include the following :
  • Confirmation and updating of all Identification classification flagging and marking (with paint) all WLPZs and other applicable protection measures as defined by the Forest Practice Rules.
  • Identify and flag all roads landings existing culverts and locations of existing and new watercourse crossings.
  • Confirm and or identify the most feasible yarding methods by balancing slope road access and available timber with potential environmental impacts.
  • All timber harvest boundaries are to be established with paint and flagging. The contractor must notify PG&E of property corners and / or lines that have insufficient control and shall require a formal survey.
  • All timber shall be marked or re-marked according to the existing permit. Contractor shall follow tree marking guidelines provided by PG&E.
  • Silvicultural system(s) are to be approved by PG&E.
  • Mapping format shall be GIS generated with final shape files.
  • Contractor shall implement and follow Forest Practices Rules.
  • Sensitive plant surveys and reports shall be completed as required by the existing THP or requested by the Work Supervisor.
  • Biological Surveys and reports shall be completed as required by the existing THP or requested by the Work Supervisor.
  • Cultural resource survey and related agency approval. Contractor shall review the existing permit and ensure compliance. When required contact the appurtenant Information Center. If new sites are identified sites shall be recorded with site records. The RPF shall conduct the archaeological survey.
  • Contractor shall conduct Field meetings with PG&E Forester prior to the commencement of field layout.
  • Prepare Department of Fish and Wildlife 1600 permit applications and amendments.
  • Supply all materials paint and flagging required to complete field and office work.
  • Contractor shall complete all required pre-field work agency contacts and notifications required for plan implementation.
  • Ensure that all requirements of the Forest Practice rules are met and implemented.
  • Timber cruising. Contractor shall :

  • Gather tree data including but not limited to species diameter height and defects of trees marked for harvest. All information collected shall be recorded in PG&Es electronic database or contractors database if approved by Work Supervisor.
  • Determine both the gross and net volumes and value (Timber quality) for a tract of timber from the data gathered regarding tree diameter and height tree species tree defect and other determinations such as form class.
  • Work shall be performed as directed by Work Supervisor and timber cruising standards or guidelines provided by PG&E.
  • Any timber cruising work shall be performed by a Registered Professional Forester or supervised designee.
  • Timber shall :

  • Mark timber for harvesting in accordance with the state approved THP (if applicable) or harvest permit and the PG&E provided marking rules / specs.
  • Clearly mark the cutting unit boundaries with various colored paint flagging tags or other permanent type marking as approved by the Work Supervisor in writing.
  • Use paint specifically manufactured for tree marking.
  • Any timber marking shall be performed by a Registered Professional Forester or a supervised designee. PG&Es Registered Professional Forester shall inspect timber marking activities to ensure compliance with written silvicultural guidelines in the THP and or marking rules / specs.
  • Forest management planning and oversight. Contractor shall :

  • Provide professional guidance plan coordinate and oversee Forest Management activities including but not limited to timber stand improvement projects fuel reduction tree planting cone collection tree inventory stand assessments timber harvest planning and forest road improvements.
  • Advise on and create Forest Forest Road or Regeneration Management plans as requested by the Work Supervisor.
  • Provide support for federal agency timber sales coordinate work performed on agency lands and oversee compliance with agency rules or contract terms.
  • Vegetation and property management inspections. Contractor shall : Inspect for vegetation needs that promote the safe access safe operations maintenance fuel reduction and promote healthy forests.
  • Assess identify map and mark trees that are dead dying hazardous or operational conflicts for removal.
  • Assess identify map and mark locations and treatments which require vegetation trimming or removal or pesticide applications.
  • Conduct required environmental review and provide professional advice for the required protection measures on site.
  • Contractor shall comply with PG&E Standards and Procedures as applicable when performing inspections including but not limited to :
  • Crew oversight. Contractor shall :

  • Provide onsite supervision of crews performing vegetation control and property management work including but not limited to the supervision and oversight of project execution and Contractor safety performance.
  • Provide professional guidance to crews and maintain compliance with laws regulations permits and ERTCs.
  • Observe and report on the following items :

  • Crew progress.
  • Safety issues.
  • Resources used and hours worked.
  • Effectiveness of applications or treatments performed at various sites.
  • Environmental impacts.
  • Collect data of work performed by the crew and update electronic database.
  • Provide oversight of compliance with timber sale contracts Forest Practice Rules and timber harvest permits.
  • Provide oversight of compliance with PG&E Standards and Procedures including but not limited to :

  • Contractor shall comply with PG&E Standards and Procedures as applicable when performing crew oversight including but not limited to :
  • Project setup implementation and shall :
  • Develop project scope of work coordinate with agencies and procure pricing from vendors.
  • Consult with PG&E personnel to resolve any environmental customer or project specific issues.
  • Confirm that projects have proper environmental permits or documents.
  • Consult with agencies regarding permitting required notifications meetings and other project specific requirements.
  • Oversee projects to ensure the scope of work is complete.
  • Coordinate projects with vendors including job walks and identifying safety issues.
  • Identify property owners and secure written permission form such property owners to perform work when requested by PG&E.
  • Confirm and update all Identifications classifications flag and mark all watercourses riparian areas wet areas springs meadows or other environmentally sensitive areas.
  • All boundaries shall be established with paint and flagging as directed by PG&E.
  • Contractor shall deliver the following deliverables in electronic communication via Word Excel or PDF format emailed to the Work Supervisor in accordance with PG&E standards.
  • Cal Fire permitting for timber harvest.
  • Complete and obtain permits within the designated time directed by the Work Supervisor.
  • Provide draft and final documents and map files to PG&E at intervals as agreed to in writing with Work Supervisor.
  • Submit all THP exemption or permit documents including but not limited to maps GIS datasets sensitive plant surveys biological surveys cultural surveys and THP Sections or exemption forms to the Work supervisor upon completion or approval in digital or print format as directed by the Work Supervisor.
  • Contractor shall include PG&E Work Supervisor in all email communications made on behalf of PG&E for all permits.
  • Timber cruising.
  • Collect and store data in the electronic database. This shall be completed at the time of cruise and uploaded by COB daily.
  • Submit a weekly report in writing via email which shall include but not limited to progress plots completed safety issues resources used and hours worked due by Close of Business on the following Monday.
  • Timber marking.
  • Collect and store data in the electronic database. This shall be completed at the time of cruise and uploaded by COB daily.
  • Submit a weekly report in writing via email which shall include but not limited to progress maps of areas marked safety issues resources used and hours worked due by COB on the following Monday.
  • As requested by the Work Supervisor provide sample mark and meet with Work Supervisor or designee in the field to verify work quality.
  • Forest management planning and oversight.
  • Collect and store data in the electronic database. This shall be completed at the time of assessment and uploaded by COB daily.
  • Provide draft and final documents to PG&E at intervals as agreed to in writing with Work Supervisor.
  • Contractor shall include PG&E Work Supervisor in all email communications made on behalf of PG&E for a given project.
  • Vegetation and property management inspections.
  • Collect and store data in the electronic shall be completed at the time of assessment and uploaded by COB daily.
  • Provide weekly written report via email to Work Supervisor by the following Monday at COB.
  • Crew oversight.
  • Submit a weekly report in writing via email which shall include but not limited to crew progress safety issues resources used hours worked and environmental impacts due by Close of Business on the following Monday.
  • Update electronic databases daily due by COB each day.

  • Submit a weekly report in writing including but not limited to summary of project work completed scopes of work job walks communications with third parties or identified permits due by COB the following Monday.
  • Contractor shall notify PG&E on a weekly basis of property corners and / or lines that have insufficient control and which shall require a formal survey.
  • Contractor shall include PG&E Work Supervisor in all email communications made on behalf of PG&E for a given project.
  • Requirements :

    Minimum Qualifications : Forestry Technician 3

  • Education : Bachelors degree in Natural Resource Management Forestry or related field plus three years of experience or meets minimum years of experience.
  • Experience : Senior level position capable of performing / leading inspections data entry reporting and project management.
  • 7 years of experience in Forestry preferably with timber cruising experience.
  • Must have a strong understanding of forestry vegetation and property management and have a basic understanding of GIS applications.
  • This position is a self-starter capable of recognizing day-to-day tasks in advance and working cross functionally to accomplish them.
  • Reviews accepts coordinates and facilitates tasks given by PG&E LPMs with minimal oversight by PG&E.
  • Possess a valid drivers license.
  • Minimum age of 21.
  • Preferred Qualifications :

  • Education : ISA certification TRAQ OSHA30 and / or Registered Professional Forester.
  • Desired Skills :

  • Experience in forest management activities such as timber harvesting timber inventory forest health and other technical documents or permits relating to such activities.
  • Data entry and synthesis.
  • Able to operate a GPS collection device.
  • Proficient with Maps and Field Maps applications.
  • Microsoft Office Suite especially Excel (Look-ups Pivot Tables etc.)
  • Self-starter with excellent interpersonal skills ability to multi-task and work independently as well as a team.
  • Excellent communication skills comfortable interacting with senior management.
  • Demonstrated critical thinking skills and ability to exercise good judgement to make good business decisions.
