Job Description
GENERAL STATEMENT OF DUTIES :
This is a responsible professional and managerial position. An employee in this classification assists the Superintendent and Assistant Superintendent in the supervisory and skilled mechanical work in the installation maintenance and repair of equipment machinery buildings and related appurtenances at the Water Reclamation Facility (WRF). An employee in this classification supervises and directs the mechanical and related activities at the WRF. The Maintenance Chief has the responsibility for making work assignments and for inspecting maintenance work to ensure that the plant continuously operates at top efficiency. An employee in this classification outlines policies procedures and maintenance requirements and makes frequent inspections to ensure compliance. The individual is responsible for the direction of work and manner of accomplishment of the maintenance staff. An employee in this classification may be assigned supervision of Operations personnel in the temporary absence of the Chief Operator.
MINIMUM QUALIFICATIONS :
Graduation from a standard high school or vocational school supplemented by approved training in one of the mechanical trades and completion of appropriate and approved course work in wastewater treatment; or an equivalent combination of education experience and / or training which provides the required knowledge skills and abilities. Must possess or have the ability to obtain within thirty-six (36) months the appropriate Class I certificate in wastewater plant operations as issued and recognized by the Ohio Environmental Protection Agency.
UNIQUE REQUIREMENT / PHYSICAL REQUIREMENTS :
Knowledge of modern wastewater treatment plant operations practices and servicing and maintenance requirements. Extensive experience with computerized maintenance programs. Extensive experience in maintenance in all types of pumps motors valves etc. Considerable knowledge of the standard practices methods tools and materials of the mechanical and electrical trades. Ability to interpret and work from sketches diagrams blueprints and broken parts. Considerable knowledge of the occupational hazards and necessary safety precautions and devices applicable to WRF operations and maintenance work. General knowledge of the appropriate chemical and bacteriological processes involved in the treatment of wastewater. Ability to analyze situations and develop workable solutions. Ability to present ideas effectively verbally and in writing. Ability to establish and maintain effective working relationships with elected officials department heads City employees other agencies and the general public. Ability to supervise departmental staff.
ESSENTIAL FUNCTIONS :
Performs supervisory managerial and administrative functions in an office at the Water Reclamation Facility as described in the above General Statement of Duties.
DESCRIPTION OF WORK :
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar related or a logical assignment to the position.
Responsible for day-to-day maintenance to ensure efficient functioning of the WRF. Makes periodic inspections of the WRF equipment and facilities to determine that equipment is functioning smoothly efficiently and effectively.
Plans the maintenance program and directs the personnel. Discusses questions which might arise concerning plant or equipment operations with the Superintendent Assistant Superintendent or Chief Operator. Discusses reports of plant operations and maintenance requirements during each shift with the Superintendent and Assistant Superintendent and receives instructions concerning changes and procedures for special or emergency conditions.
Supervises and participates as necessary in the maintenance and repair of a wide variety of electrical and mechanical equipment and recording devices including electrical motors blowers pumps valves compressors and chemical feeders. Maintains a variety of centrifugal and positive displacement pumps; rebuilds and / or replaces equipment as required.
Prepares and submits a variety of reports and participates in staff conferences regarding operations maintenance problems repair activities and stockroom status.
Keeps an inventory of supplies and parts and recommends necessary parts to Superintendent or Assistant Superintendent.
Maintains records which are required for thorough evaluation of equipment.
Responsible for reviewing and evaluating the mechanical operations of the plant. Is responsible for developing and adhering to set maintenance schedules necessary to keep the equipment in operable condition.
Recommends safety practices elaboration of maintenance functions and improvements in the effective use of operational equipment and machinery.
Provides detailed information and guidance to employees in personnel matters. Resolves employee complaints grievances and discipline according to the collective bargaining agreement and / or the Citys policies and procedures. Is responsible for training subordinate personnel.
Keeps abreast of professional developments in the fields of wastewater treatment and sanitary engineering by reading and studying journals and trade magazines.
Maintains computerized inventory and maintenance programs.
May be assigned to act for immediate superior or to supervise treatment plant during emergency situations as directed by the Superintendent or Assistant Superintendent.
Testing Information
SUSBSEQUENT TO THE FILING OF THE APPLICATION THE CANDIDATES WILL BE NOTIFIED OF THE FORMAT LOCATION DATE AND TIME OF THE EXAMINATION.
Should ten or fewer qualified applicants register for this examination applicants will not take an examination but will be placed on an eligibility list in accordance with their application filing date. Should more than ten qualified applicants register for this examination those applicants will receive details concerning the examination at a later date.
RATING
Your name will be placed on a list of eligible candidates upon receiving a passing score. Once the list has been established your name will remain on the list for a period of one (1) year.

IMPORTANT NOTICE TO VETERANS

A member in good standing of a reserve component of the armed forces of the United States including the Ohio National Guard who successfully completes the members initial entry-level training shall receive a credit of fifteen percent (15%) of the persons total grade given in the examination in which the person receives a passing grade.
