Salary : $94,206.94 - $124,603.65 AnnuallyLocation : Mesa, AZJob Type : Full TimeJob Number : 15548Department : (H200)Mesa Fire & MedicalOpening Date : 05 / 09 / 2025Closing Date : 6 / 12 / 2025 11 : 59 PM Arizona Description / Duties First review of applications will be on Monday, May 19, 2025.The Emergency Transportation Deputy Administrator supervises civilian Emergency Medical Technician (EMT) and Paramedic transportation personnel and assists the Emergency Transportation Administrator with planning and coordinating Mesa Fire and Medical Department's emergency medical transportation services program. Supervisory duties include : recruiting, interviewing, and hiring new staff; coordinating with Fire's Emergency Medical Services (EMS) and Training divisions to provide initial and ongoing training; tracking employees' continued education and training hours and coordinating with EMS and Training to ensure employees remain current on their required certifications; prioritizing and assigning work; managing program labor costs, scheduling overtime, and overseeing the Department's daily staffing needs for transportation units, in addition to coverage for special events; preparing Performance Appraisal Forms (PAFs); reviewing and approving paid time off requests; answering employees' questions related to apparatus maintenance and daily operations; and addressing transportation service-related complaints from Fire crews or citizens. The position will assist the Emergency Transportation Administrator with strategic and operational planning (example : developing the vision, mission, and medium- to long-term direction of the division); and will then be responsible for the successful implementation of the field operations elements of those plans. This class oversees the implementation of policies and procedures to improve operational effectiveness and enhancements to transportation services to ensure that the program complies with quality assurance of patient care. This position is responsible for coordinating operational concerns, needs, and logistics with the Operations and EMS divisions to ensure that transportation services and personnel seamlessly integrate into operations. This position will also coordinate with Fire's Maintenance, Resource, and Technical Services divisions to ensure the availability of active and reserve ambulances / technical equipment and to prepare for Arizona Department of Health Services (AZDHS) inspections. Duties will include : ensuring ambulances are properly maintained and vehicle downtime is minimized; reviewing apparatus check sheets to ensure they are regularly and accurately being completed by transportation personnel; coordinating logistical arrangements when active and reserve apparatus need to be switched out due to preventative maintenance or repair; coordinating with Fire Resource to manage the EMS supply inventory and ensure that appropriate levels are maintained to support continual transportation operations; forwarding radio technical problems reported by transportation personnel to Technical Services for troubleshooting; and coordinating AZDHS inspections with crews by auditing check sheets, performing final pre-inspection checks and addressing any discrepancies, and scheduling and attending the inspections with the agency. As needed, this class participates on regional committees and coordinates with external stakeholders such as private ambulance providers, automatic aid agency partners, hospital networks, and AZDHS to facilitate consistency and efficiency in the regional pre-hospital system. The position will assist the Emergency Transportation Administrator with the annual budget development process related to transportation program operations. This position is also responsible for administrative duties in support of emergency transportation services such as updating and maintaining training guides and Standard Operating Procedures (SOPs) and performing related duties as required.An employee in this class is expected to exercise considerable initiative and independent judgement in resolving scheduling, equipment needs, and related operational and logistical problems to ensure efficient, safe, and effective daily use of ambulances, equipment, and personnel to provide emergency medical transportation services in compliance with quality assurance of patient care. Excellent communication skills are essential in dealing with the subordinate staff, Fire crews, and the public. This class supervises a Program Assistant, EMS Coordinator, and Emergency Transportation Shift Supervisors. Considerable (3 - 5 years) of supervisory experience in the ambulance / rescue (pre-hospital / 911) industry. Extensive (5+ years) of experience as a certified EMT or Paramedic working in a pre-hospital setting. Special Requirements. Must possess a valid Class D Arizona Driver's License by hire or promotion date. For this position, an individual cannot be on the Office of Inspector General (OIG) list of Excluded Individuals / Entities (LEIE).Substance Abuse Testing. Due to the safety and / or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and / or controlled substance testing as outlined in City policy and procedures.Preferred / Desirable Qualifications.
