UNIT MANAGER - UST LEAK PREVENTION

Job Summary :

We have an immediate opening for a Unit Manager (EPM2) in our Underground Storage Tanks (UST) Leak Prevention Unit Waste Programs Division. Under general supervision of the Section Manager this position is responsible for managing the operating functions of the unit. The Unit Manager is responsible for supervising staff including assigning work setting priorities monitoring and evaluating performance developing and providing training to staff. The EPM2 is also responsible for ensuring that all unit work products are technically sound accurate and meet program goals State and Federal statutes rules regulations and professional ethics. The EPM2 manages staff that review and evaluate technical reports community involvement relations and outputs and legal documents such as those generated through informal enforcement. The EPM2 attends meetings with other supervisory / managerial staff to give and receive information and to participate in discussion problem resolution and decision-making.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties :

Management and supervision of staff and operations including training / coaching and disciplinary actions as needed.

Manage unit budget in order to be aware of financial resources for staff training strategic hiring purchasing of necessary equipment / software and travel (in and out of state).

Ensures the unit is following program goals state and federal rules and regulations and grant requirements.

Supports the section in meeting performance measures by developing and participating in process improvement projects and develops revised processes that increase work efficiency quality and output.

Ensure performance and flow boards are being properly used by staff and provides updates to upper management by tracking and reporting applicable agency performance measures.

Functions as a technical and regulatory resource for staff other supervisors stakeholders regulated parties and the general public. Act as a decision maker on unit level decisions as necessary and appropriate.

Maintains communication within the agency and outside the agency by attending staff meetings stakeholder meetings and outreach functions.

Responds to internal and external information requests for compliance and enforcement and general regulatory requirements.

Prepares annual reports. Assists with the preparation of reports budget projects and expenditures.

Analyze program needs establish appropriate program priorities and implement operating policies and procedures.

Analyze statutes regulations and policies in terms of complex scientific and written / planning analysis determinations as they relate to State implementation plans.

Apply laws rules standards policies and procedures to analytical work.

Communicate clearly and establish effective working relationships with internal and external government officials the regulated community and members of the public obtain information and resolve problems.

Effectively direct a diverse group of technical experts to reach goals and performance measures.

Create and refine metrics that represent activities conducted by unit.

Learn department policies and procedures state and federal environmental compliance and enforcement protocols and their interpretations including regulations regarding the development of state implementation plans and required components of the plan; functions of the various department environmental programs; public record laws.

Learn and apply LEAN concepts principles and tools used to create and deliver the most value from the users perspective while consuming the fewest resources and engaging people in continuous problem solving; supervise daily operations.

Handle detailed work accurately and in a timely manner and adapt to changing assignments and priorities.

Respond to inquiries with tact diplomacy and appropriate timely information.

Work as a team player within several divisions.

Organize prioritize and perform multiple tasks on a daily basis.

Establish and maintain effective and positive working relationships with agency staff and the public.

Complete assigned tasks accurately.

Selective Preference(s) :

Bachelors of Science Degree in the field of environmental science environmental management environmental or chemical engineering biology hydrology or other environmental discipline.

3-5 years of environmental experience in a regulatory agency consulting or private industry.

2 years of supervisory / leadership experience.
