Summary or Purpose

Ensure that the subdivision of land into lots or parcels and the division of land to establish an easement or right-of-way are subject to the control of the Borough, guided by Borough Plans, policy statements and standards, for the orderly, efficient, economical, environmentally sound and culturally sensitive development.

Essential Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Process subdivision applications pursuant to North Slope Borough Municipal Code Title 18 and serve as the Platting Administrator for the Department.

Ensure that adequate and properly placed roads and utilities for the efficient movement of vehicular, pedestrian, snow machine and other forms of transportation.

Encourage the wise use of natural resources in the Borough in order to preserve the integrity, productivity and value of the land and communities.

Ensure the accurate surveying of land and the equitable and efficient processing of all subdivisions.

Ensure the protection and enhancement of the social, cultural and economic stability of all parts of the borough,

Responsible for the consideration of the traditional knowledge and use of the land, and the traditional concepts of wide ranging land use and land ownership in common, at the same time consideration is given to the present local platting leasing and land transfer requirements and the standards involved.

Provide a graphic public record of the location of land boundaries, including public and private streets, easements and right-of-way.

Regulate the subdivision and platting of lands in accordance with relevant authority and power, including North Slope Borough Charter Article VIII.

Work closely with village councils and other Borough departmental staff regarding village surveys and title researches in relation to Borough properties.

Assist in the management of Borough Real Property.

Assist the Law Department with draft resolutions, deeds, and conveyances.

Travel to and work in villages as required to assist in the inspections of lands leased by the Borough for compliance with lease requirements.

Work closely with the local Barrow Restoration Advisory Board, which oversees environmental assessment and remediation of lands within the North Slope Borough boundary.

Assist in making staff recommendation to the NSB Planning or Barrow Zoning Commission.

Participate and successfully attend and complete all departmental required training.

Prepare monthly summary reports for the Division for submittal to the Planning and Barrow Zoning Commissions.

May be required to rotate in and out of the Department's offices in Deadhorse.

Responsible for recording of the Mylar Plats to the State of Alaska Recorder's Office, Barrow Recording District Officer.

Oversee the commenting processes for the Major Subdivision Processes are adhered to.

Conduct Public Hearings for Subdivisions before the Planning Commission and Zoning Commissions.

Research public records and monitor subdivision development activities.

Respond to the public in a professional and courteous manner.

Participate and successfully attend and complete all departmental required training.

Prepare monthly Platting Administrator's reports for submittal to the Planning and Zoning Commissions.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of NSB Code of Ordinances Title 18 and Title 19.

Knowledge of North Slope Borough organization, operations, policies and procedures.

Knowledge of applicable state and Federal statutes, rules, codes and regulations.

Skill in using personal computers and a variety of software applications.

Knowledge of GIS or equivalent field.

Familiar with International Right of Way training programs and / or legal updates as provided.

Ability to comprehend the Inupiat Language.

Ability to read maps by Township, Section and Range, with metes and bound legal descriptions or platted legal descriptions.

Ability to pass IRWA courses when offered or other relevant training by other entities when available

Ability to openly communicate between various organizations and entities.

Education, Experience, Certifications and Licenses Required

High school graduate or G.E.D / or, a combination of 12 years of education and related work experience.

  • Four years of experience in land management or planning field;

Four years of work experience in the traditional and contemporary knowledge of North Slope Subsistence practices and customs.

  • Two years of work experience in state, federal statutes, rules, codes and regulations;
  • Valid Alaska Drivers License that meets North Slope Borough insurance criteria.
