SISS Position 14 : Program Security Officer / Specialist, Skill Level 3 (NGA Washington DC)

Overall Assignment Description : Program Security Specialist- in support of Special Programs (SAPs, CAPs, & ACCMs)

Duties may include :

• (U) Provide subject matter expertise, assistance, recommendations and hands-on- support to all Special Programs support related activities.
• (U) Support program development from cradle to grave, including establishment, maintenance, transition, and disestablishment (and archiving).
• (U) Prepare, review, and staff required documentation (including but not limited to : staff packages, Memorandums of Agreement / Understanding, Appointment Memorandums, classification documentation, reports (TK Annual Report, Site Visit Reports, program metrics, etc.), Memorandums for Record, Taskers, etc.
• (U) Perform day-to-day activities to ensure the timely and accurate development / integration of Special Program requirements.
• (U) Prepare routine to advanced formal recommendations, reports, correspondence, etc., including the supporting administrative documentation as required by the government.
• (U) Prepare comprehensive written risk assessments and reports and assist with oversight actions.
• (U) Attend community meetings and working groups as required by the government / on behalf of the government lead, and advise on addressed discussion points, due outs, requirements, and suspense dates.
• (U) Maintain accountability of access rosters, program access request tracking documents, visitor logs, destruction logs, and other accountable material.
• (U) Prepare, review, staff, submit, and track SAP, CAP, and ACCM Program Access Requests (PARs), including supporting documentation and applicable database requirements (ICCARS, JADE, Scattered Castles, DISS, SDS, PULSE, etc).
• (U) Track Program Accesses for all indoctrinated personnel (as required)
• (U) Provide indoctrination briefings and debriefings as required, including large scale conference room briefings, and senior level desk side one-on-one briefings.
• (U) Assist, collaborate, and coordinate with other NGA divisions, offices, and directorates (SI, A, S, ADO, OGC, FM, etc.) as well as members of the DoD and IC.
• (U) Monitor security application through the review and analysis of appropriate metrics and maintains required records
• (U) Communicate security guidance from the government lead to program managers or security officers (Program Security Representatives, Area Security Officers, Control Officers, etc.).
• (U) Support the packaging and mailing of program documentation in accordance with applicable SCI and special programs policies
• (U) Support and / or conduct site inspections in support of validating SAP or CAP standards for storage or AIS requirements
• (U) Prepare and deliver briefings to internal and external customers.
• (U) Understand and enforce procedures for handling SCI Controlled Access Programs (CAP’s), Special Access Programs (SAP), Alternative Compensatory Control Measures (ACCM) and other collateral materials IAW applicable security policies and regulations.
• (U) Support the creation of classification related guidance, such as Security Classification Guides, Indoctrination briefings, annual CPI training, etc in support of special programs activities.
• (U) Share knowledge and experience to facilitate effective practices and increase staff awareness of best practices.
• (U) Provide timely classification management expertise to resolve complex classification management issues.
• (U) Maintain personal classification expertise through collaboration with ODNI and DoD classification management communities.
• (U) Develop innovative techniques to implement training and compliance with established classification management policies.
