Summary Statement

Join the Division of Public Health Financial Services as a Fiscal Advisor I and play a vital role in maintaining the accuracy and efficiency of our financial this position you will review and approve vouchers and purchase orders reconcile procurement card (PCard) transactions process deposits and assist with month-end closings and intergovernmental vouchers (IV). You will also handle medical service data entry and work with a variety of electronic systems including Perm Bill Clover GoDE First State Financial (FSF) and Excel. Your attention to detail and organizational skills will directly support the Divisions mission to manage public health resources effectively.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Knowledge of using the First State Financial System (FSF) to enter update modify delete retrieve / inquire and report on data.

Essential Functions

Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class.   • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget applicable agreements grants or contracts as well as state or federal laws rules and regulations.
  • Analyzes reconciles and consolidates data to the general ledger from journals records and documents; takes trial balances and makes corrections updates and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles practices and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles analyzes and prepares a variety of statements and reports of financial health utilized in financial budget and personnel planning.
  • Researches and provides data reports and other documentation to state federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research review evaluate and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person electronically or by written communication.
  • Communicates and interacts effectively with people across cultures ranges of ability genders ethnicities ages and races.
  • May be responsible for purchasing disbursement and inventory of equipment and supplies.

    JOB REQUIREMENTS for Fiscal Advisor I

    Applicants must have education training and / or experience demonstrating competence in each of the following areas :

  • One year of experience in processing accounting auditing or payroll transactions following applicable laws rules regulations standards policies and procedures.
  • OR

  • Six months experience in auditing examining preparing analyzing or reconciling financial accounts and ensuring compliance with applicable laws rules regulations standards policies and procedures.
  • OR

  • Possession of an Associates degree or higher in Accounting or related field.

    All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
