Description This position will be filled at one of the following levels depending upon the candidate's qualifications : Industrial Pretreatment Specialist I ($72,467.20- $101,088.00) Responsible for performing and coordinating a variety of compliance assurance, compliance assistance, and enforcement activities related to the implementation of Metro’s Industrial Pretreatment Program (IPP) with a primary focus on less complex industrial and commercial entities. The position reports to an Industrial Pretreatment Manager. Industrial Pretreatment Specialist II ( $84,510.40 - $117,915.20 Annually) Responsible for performing, managing, and coordinating a variety of compliance assurance, compliance assistance, and enforcement activities and projects related to the implementation of Metro’s Industrial Pretreatment Program (IPP) that focuses on industrial and commercial entities of all levels of complexity. The position applies regulations and scientific principles to conduct compliance inspections and investigations, reviews records, evaluate facility compliance and prepare enforcement documents. This position reports to an Industrial Pretreatment Manager. Qualifications Industrial Pretreatment Specialist I Qualifications Knowledge of : General science (i.e., biology and chemistry) principles. Mathematics and data analysis Industrial manufacturing practices, wastewater treatment, or regulatory control Inspection of rudimentary or straightforward industrial and commercial facilities General office processes and procedures MS Office software Skilled at : Working in spreadsheets, word processing, and databases to create shared reports Applying mathematical and data analysis principles Communicating verbally and in writing in a clear and concise manner Critical thinking and analytical problem-solving Reading and understanding complex information, such as regulatory and technical documents Utilizing technology to seek and share resources and information Becoming familiar with new information rapidly Ability to : Effectively work in a position as a regulator (e.g., directly regulating businesses) Follow Industrial Pretreatment Program implementation procedures Inspect hauled waste facilities Legally and safely drive a Metro motor vehicle throughout Metro’s service area, including during periods of inclement weather Read, interpret, understand, and apply IPP related documents, regulations, and reports Enter commercial and less complex industrial facilities and perform both pre-scheduled and unannounced inspections and / or investigations in a safe and effective manner Wear correct PPE and follow safety procedures (steel toed shoes, hard hats, etc.) Assist with sampling procedures and visual inspections Work outside of normal business hours and normal business days to assist with unusual observation responses and investigations and other environmental incidents as assigned Effectively communicate verbally and in writing, complicated information to varying audiences Learn and understand manufacturing and treatment processes and operations at commercial and industrial facilities Become familiar with hazardous waste identification and generation and handling processes Meet deadlines Plan and coordinate assigned work tasks Prepare accurate and complete reports Develop and maintain effective working relationships with people of varying backgrounds, knowledge, and experience Perform effectively in a collaborative team environment Education, Certifications, and Licenses : B.S. degree in engineering, environmental science, chemistry, or other related science field. A valid Driver’s license. A combination of education and relevant experience may be considered in lieu of a degree Industrial Pretreatment Specialist II Knowledge of : General science (i.e., biology and chemistry) principles. Mathematics, including algebra, and data analysis Industrial manufacturing practices, wastewater treatment, and regulatory control Knowledge of federal pretreatment regulations Inspection strategies of basic to complex industrial and commercial facilities General office processes and procedures MS Office software Skilled at : Reading, interpreting, and applying federal, local, and state environmental regulations (e.g., NDPES, Air Quality, Hazardous Waste, etc.) Read, interpret, understand, and apply compliance related documents, regulations, and reports Working in spreadsheets, word processing, and databases to create shared reports Assist with sampling procedures and visual inspections Read, interpret and apply regulations to complex facilities Familiar with hazardous waste identification and generation and handling processes Applying mathematical and data analysis principles Communicating verbally and in writing in a clear and concise manner Critical thinking and analytical problem-solving Reading and understanding complex information, such as regulatory and technical documents Utilizing technology to seek and share resources and information Becoming familiar with new information rapidly Ability to : Follow Industrial Pretreatment Program Implementation procedures Applying pretreatment procedures and program work including applying permit requirements, evaluating compliance, performing inspections, and applying enforcement in accordance with an enforcement response plan Effectively work in a position as a regulator (e.g., directly regulating businesses). Legally and safely drive a Metro motor vehicle throughout Metro’s service area, including during periods of inclement weather Understand and follow piping, identify and understand manufacturing equipment and pre-treatment processes and equipment Enter commercial and industrial facilities of any level of complexity and perform both pre-scheduled and unannounced inspections and / or investigations in a safe and effective manner Wear correct PPE and follow safety procedures (steel toed shoes, hard hats, etc.) Work outside of normal business hours and normal business days to assist with unusual observation responses and investigations and other environmental incidents as assigned Collect and handle samples in accordance with 40 CFR 136 and Metro procedures and protocols. While inspecting facilities, visually observe sampling and determine conformance with permit requirements Perform effectively in a collaborative team environment Identify hazardous waste handling and industrial processes. Meet deadlines Plan and coordinate work tasks Prepare accurate and complete reports De-escalate contentious situations. Develop and maintain effective working relationships with people of varying backgrounds, knowledge, and experience Perform effectively in a collaborative team environment Education, Certifications, and Licenses B.S. degree in engineering, environmental science, chemistry, or other related science field. A valid driver license. A combination of education and relevant experience may be considered in lieu of a degree.
