Purpose of Position

Assists the Executive Director of Police in guiding and supervising all aspects of law enforcement activities throughout the U. T. System. Responsible for the organization and oversight of all programs, services, and activities related to the Police Academy and Criminal Justice program, including teaching responsibilities, for the Office of the Director of Police (ODOP).

Essential Functions

  • Law Enforcement Strategy Formation : Lead the development and implementation of strategy for the Office of the Director of Police, anticipating complex law enforcement issues, challenges, and opportunities and ensuring integration with wider functional strategy.
  • Leadership and Direction : Identify and communicate the actions needed to implement the Academy's strategy within the Office of the Director of Police; explain the relationship to the broader UT System's mission, vision, and values; motivate people to commit to these tenets and do extraordinary things to achieve goals.
  • Budgeting : Manage budget plans for the Office of the Director of Police. May involve development or delivery or both.
  • Policy Development and Implementation : Develop functional or operational law enforcement policies and help develop policy frameworks for the Office of the Director of Police. Take responsibility for creating underlying procedures and monitoring their implementation.
  • Policies and Procedures Development : Develop law enforcement policies, procedures, and related guidelines for UT System and its institutions, ensuring compliance with external requirements and integration with the broader UT System law enforcement policy framework.
  • Improvement / Innovation : Initiate, formulate, and implement new law enforcement practices within a specific discipline while managing the development and / or delivery of a significant element of the UT System's change management program.
  • Business Planning : Develop and propose annual plans for the Office of the Director of Police, ensuring alignment with strategy. Recommend financial and headcount budgets; propose targets, schedule key activities / projects, ensuring integration with other elements of the department.
  • Stakeholder Engagement : Identify and manage stakeholders up to and including leadership level, finding out their needs, issues, and concerns and reacting to them by leading and coordinating the development of stakeholder engagement plans to support the communication of information and decisions.
  • Performance Management : Manage and report on performance within the Office of the Director of Police; set appropriate performance goals for direct reports and hold individuals accountable for achieving them; take appropriate corrective action where necessary to ensure the achievement of annual goals.
  • Organization Structure : Contribute to the definition of department structure by recommending reporting lines, identifying interfaces between elements of the department, and proposing roles and responsibilities, to align with the UT System structure and principles.
  • Organizational Capability Building : Evaluate the capabilities of staff within the department to identify gaps and prioritize development activities. Implement the UT System's development frameworks within the area of responsibility. Coach and mentor others to support the development of the department's talent pool.

  • Required Qualifications

  • Doctoral / JD and 8 years of experience, OR
  • Master's degree and 8 years of experience
  • 3 years of supervisory experience
  • Peace Officer License
  • Master certification issued by the Texas Commission on Law Enforcement Officer Standards and Education
  • Preferred Qualifications

  • Doctoral
  • Certified TCOLE instructor
  • Experience with Canvas learning management system
  • Academic or policy academy teaching experience
  • Prior rank of Lieutenant or above
  • Working Conditions

  • Driving of UT owned vehicle required.
  • Driving is required and an essential part of the position.
  • Uniforms and / or personal protection equipment (furnished).

  • Additional Information

    The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

    A background check will be conducted on candidates under final consideration. Background checks are conducted by third-party vendors.
