Job description

Salary : $85,265 / Days : 226Primary Purpose : Assist the Executive Directors of Special Education in the management and supervision of the district's Special Education program. Maintain primary responsibility for the evaluation process and appraisal staff, serving as supervisor / evaluator (in collaboration with principals) for appraisal personnel. Consult with teachers, principals, and staff regarding referrals, implementation of appraisals for eligibility, resource materials, and evaluation procedures / instruments utilized in the area of special : Education / Certification : Administrative certification preferred Master's Degree required Special Education Leadership requiredSpecial Knowledge / Skills : Understanding of all federal, state, and local requirements associated with Special Education Ability to facilitate Special Education program with teachers, principals, diagnosticians, and other personnel Strong organizational, communication, public relations and interpersonal skillsExperience : Special Education teacher or service provider experience requiredMajor Responsibilities and Duties : Instructional and Program Management 1. Demonstrate an understanding of needs of the Special Education program through action and decisions. 2. Make recommendations to the director regarding campus / staff needs. 3. Collaboratively plan, implement and evaluate TEKS-based, scientifically researched-based interventions with district staff and provide resources and materials to teachers and department staff. 4. Support collaboration between Special Education and General Education to promote coordination for programs, and to provide the least restrictive environment, as appropriate to meet each student's individual needs. 5. Manage all data related to students receiving the service of special education transportation to meet each student's needs as outlined on their IEP. 6. Facilitate ARD meetings when / Organizational Climate 7. Maintain confidentiality of student and staff information in alignment with federal and state law, and train campus and department staff yearly to ensure compliance. 8. Model positive, professional behavior and utilize positive collaboration and effective skills in conflict resolution. 9. Demonstrate high expectations of staff and practices that promote collegiality, teamwork, and collaboration in decision-making among staff members. 10. Use practices that promote goal-directed behavior, including implementing rewards for effective staff performance. 11. Maintain appropriate communication channels with district, department, and campus staff, while being open to suggestions for improving department effectiveness. School / Organization Improvement 12. Assist in the identification of needs for the Special Education Department, the prioritizing topics for professional development, and the facilitation of appropriate in-service activities for staff. 13. Oversee the maintenance of eligibility information, referrals, and evaluation timelines to comply with state and federal requirements and the management of all data. 14. Assist in ensuring that department operations contribute to the attainment of district goals and objectives, and in providing FAPE to each student with special needs. 15. Contribute to district-wide school improvement efforts, the attainment of Academic Excellence Indicators, and Every Student Succeeds Act (ESSA).Guidance 16. Provide legal and technical assistance, advise and provide problem analysis and solution assistance to administrators, teachers, and evaluation personnel in an effort to ensure compliance with federal, state and local regulations, and to meet students' individual needs. 17. Collaborate in developing, compiling, and updating annually department handbooks and operating guidelines. Assist in monitoring and reporting the extent to which Special Education policies and district policies are implemented uniformly and consistently.School / Community Relations 18. Assist in developing, and participating in, the Special Education Advisory Committee. 19. Work with parents in a fair and impartial manner, always with the understanding that the parent is interested in what is best for the child. 20. Represent and interpret Special Programs to professional staff, parents, and the public. Promote communication and program development in Special Education to provide a continuum of services for the students with disabilities. 21. Provide training to district staff on Federal and State law and district policies and procedures and facilitate parent training options and opportunities on topics related to their children and their needs.Miscellaneous 22. Oversee the appropriate referral, evaluation, identification, placement and implementation of the IEP in the least restrictive environment for children with disabilities. 23. Develop curriculum and instructional plans for Special Education students. 24. Represent the district in the out-of-district placements and non-public settings and participate in due process proceedings as needed. 25.
