Senior Director, Engagement & Capacity Building, Bureau of Harlem Neighborhood Health

The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants, of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration and Services. The division's Deputy Commissioner also serves as the Agency's Chief Medical Officer. The Bureau of Harlem Neighborhood Health (Harlem BNH) supports the Health Departments mission to protect and promote the health of all New Yorkers. Our Harlem BNH catchment area includes the entire community of Harlem, including East, Central and West Harlem as well as Washington Heights and Inwood. Harlem BNH focuses on the structural and root cause of health disparity outcomes and develops programming to address these outcomes with input from partners and residents. Addressing the social determinants of health (SDOH), is a key focus point enshrined in programs such as the Harlem Health Advocacy Partnership and the Asthma Counselor Program. Other Bureau offerings include various programs and activities focused on the health and wellness of Harlem residents. The Harlem Bureau also houses the East and Central Harlem Neighborhood Health Action Center, which is a key part of the NYC's effort to promote health equity and reduce health disparities in the neighborhood. The Bureau of Harlem Neighborhood Health seeks to hire a Senior Director, Engagement and Capacity Building who will oversee the Bureau's engagement and capacity building strategy and establishes and maintains effective relationships with key local individuals, organizations and community partners. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO :

  • CAPACITY BUILDING : Lead strategic planning, implementation and evaluation of bureau's capacity building efforts. Evaluate various data sources, including community partner surveys, to assess capacity needs of community-based organizations, collaborating with Research & Evaluation as needed. Use evaluation findings to inform program development and recommendations, and collaborate with Bureau directors and with the Health Department's Bureaus of Neighborhood Health to develop responses to the community's requests to address local health disparities and inequities that align with the Bureau and Division's goals and priorities. Develop trainings and workshops for community-based organizations to increase their capacity reaching shared public health goals. Identify and / or develop new interventions for implementation in East and Central Harlem.
  • COMMUNITY ENGAGEMENT : Lead strategic planning, implementation, and evaluation of bureau partnership and engagement efforts Evaluate data such as community needs assessments and surveys to define strategy and plans to for community engagement. Identify community needs through various sources, including developing and conducting Bureau specific community needs assessments and collaborating with the Research & Evaluation team as needed. Facilitate community listening sessions to acquire community feedback on Bureau programs Supervise staff conducting community surveys, listening sessions and assessments Lead and support the use of PHPC, and other IT solutions, in maintaining partner relations
  • GENERAL : Review literature to assess innovative and effective community engagement and capacity building strategies. Collaborate with the Research & Evaluation team to research, document, and publish papers on best practices and lessons learned in community engagement and capacity building approaches. Establish and maintain effective relationships with key local organizations and community partners to identify and address the health needs of underserved communities. Facilitate and deliver presentations at community meetings and events. Coordinate cross-bureau and cross-divisional projects involving community engagement and partnerships. Contribute to the development of goals to ensure Bureau is aligned with community, division and agency priorities. Support Harlem bureau programs in their engagement planning. Supervision, professional development and training of the Community Engagement and Capacity Building teams. Perform other duties as assigned.

PREFERRED SKILLS : Experience in various data collection methods such as interviews, questionnaires and focus groups Experience developing, conducting and evaluating community assessments Experience in writing and presenting information from assessments to various audiences Experience in relationship building and management Experience in program design and development. Existing knowledge of Harlem community stakeholders. Comfortable working in a community setting with diverse populations Strong coordination and organizational skills Detail oriented; able to manage projects and work independently Positive attitude, strong work ethic, and excellent customer-service skills Proficient with Microsoft Office suite, including Word, Excel, and PowerPoint.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have : 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE : Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
