GEOGRAPHICAL INFORMATION SYSTEMS ANALYST (GIS)

GIS Analyst

This is a journey-level position that reports to and receives supervision from the Assistant City Engineer or their designee. The GIS Analyst exercises no supervision over staff. Under general supervision, the GIS Analyst :

provides analysis and recommendations on Geographical Information Systems (GIS)

provides professional computer mapping and database preparation, and analysis

creates and maintains Windows-based and Internet-based mapping and data applications

assists all departments with operations and maintenance of geographical and data systems

splits time between 90% independent work and 10% collaboration with various departments

may need to travel to different worksites and be outside for other job-related duties

and other duties as assigned.

Minimum Qualifications :

Bachelor's degree in geography, engineering / computer science, or related field from an accredited college or university.

Two (2) years required, three (3) years desired of full-time experience in geographic information systems.

Must possess a valid Class "C" California Driver's License.

Knowledge of :

GIS principles, including topology and geodatabase

Principles of statistics and geography

General programming principles, including Internet applications

Usage of global positioning system (GPS)

ArcGIS, ArcIMS, SQL, and other GIS-related software

Digital mapping, data conversion, graphic display, and cartographic techniques

City organization, operations, policies, and objectives

Basic training principles

Office practices and procedures

General record-keeping practices

Research, statistical, and analytical methods

Effective methods of report presentation and safe work practices.

Ability to :

Monitor a land-based database system

Use plotters, digitizers, scanners, and cameras

Review and analyze GIS computer needs

Communicating complex ideas, clearly and concisely, both orally and in writing

Maintain accurate records and prepare clear and concise reports

Identify and analyze problems and take effective corrective action

Compile, analyze, and evaluate data

Make effective oral presentations

Follow directions from a supervisor

Understand and follow posted work rules and procedures

Accept constructive criticism and establish and maintain effective working relationships with staff, other City employees, and the public.

Physical demands : Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires finger dexterity, grasping, repetitive hand movement, and fine coordination to operate computer hardware and standard office equipment and reach with hands and arms above and below shoulder level. The employee occasionally lifts, pulls, and carries documents typically weighing up to 25 pounds. The position requires near and far vision and the ability to adjust focus in reading written reports, maps, and various work related documents or computer software. Acute hearing is required when providing phone and personal service.

Mental demands : While performing the duties of this class, the employee must be able to use written and oral communication skills; read, analyze, and interpret data, specifications, and documents; prepare and evaluate reports; use math and mathematical reasoning; learn and apply new information or new skills; and interact with City staff, management, and the public.

Work environment : The employee works in an office environment with controlled temperature settings. The employee may need to travel to different worksites and be in outside elements for other job related duties.
