Description

Salary range is $78k to $180k, with a midpoint of $129k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE :

Under general direction, provides oversight on contracted maintenance services for Bridge and Tunnel structures; develops, reviews, and approves standard maintenance procedures with a focus on these structures; reviews, approves, and processes tooling, equipment, and vehicles dedicated to their upkeep; develops, maintains, and oversees the maintenance contractor's budget to ensure optimal support for Bridge and Tunnel systems; oversees and approves targeted maintenance training; conducts daily and weekly meetings with maintenance managers, superintendents, contracts and procurement, and various operational engineering teams; assists with development, review, oversight, and stock levels of material inventory specific to these structures; directs warranty management as outlined in the IGA; provides ongoing technical assistance and troubleshooting services to right-of-way maintenance crews; and provides overall technical support and expertise to Link Operations.

ESSENTIAL FUNCTIONS :

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Administers and coordinates multiple budgets and projects concurrently while ensuring that costs are controlled by utilizing the competitive bid process; researches multiple avenues such as government surplus, utilizing state contracts for procurement; procures tools and equipment necessary for operating the Central Link light rail with a focus on structural maintenance needs for bridges and tunnels; serves as procurement point of contact for the operating company that the Agency has hired to run the light rail system; and researches and coordinates with contracts and finance to ensure that procurement protocol is followed.
  • Responsible for keeping all Bridge and Tunnel system maintenance plans current and up to date, which involves working with numerous departments for input and data gathering; assists in developing structure-specific maintenance procedures, reviewing them for content, and ensuring they are implemented on schedule; reviews or drafts agreements, scopes, and work plans both internally for our operating company and externally with other municipalities as necessary and requested.
  • Coordinates with resident engineers, external vendors, operating / maintenance contractor, and Agency staff to ensure that all spare parts are identified, inspected, counted, and entered into the maintenance system; ensures that all assets are tracked, protected, and maintained to a level consistent with Agency agreements and internal policies.
  • Reviews bridge and tunnel structures as they are modified or turned over from construction to ensure they are safe, completed, function as designed, and any necessary tools or equipment are supplied or procured; reviews future extensions and construction activities that impact structural integrity; reviews and comments on all designs for construction and coordinates all activities directly or indirectly involving the operating / maintenance contractor
  • Works with resident engineers, consultants, and vendors to approve and review all training programs, operations and maintenance (O&M) and O&M manuals for accuracy; provides comments and ensures manuals are corrected and distributed; coordinates bridge and tunnel-specific systems and equipment training necessary for maintenance; and ensures that all employee certifications and annual training are completed and evaluated for any necessary updates or improvements.Monitors all craft and contracted employees to ensure safe work performance and compliance with APTA, AREMA, NFPA, FHWA, TOMIE, SMP, manufacturer recommendations, company policies, and other industry standards.
  • Performs a variety of administrative functions such as data collection, filing, and report preparation; creates and works with data bases and spread sheets used for a variety of analysis and reports; produces and drafts reports, plans, and presentations as necessary / assigned; and reviews all invoices and expenditures for accuracy and authorizations.
  • Participates in the development and implementation of goals, objectives, policies, priorities, and budgets for assigned projects, services, and functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.
  • Provides support to the division / department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the area of assignment; maintains awareness of federal, state, and local regulations and impact of changes on the Agency.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

  • MINIMUM QUALIFICATIONS :

    Education and Experience : Bachelor's Degree in Engineering, Planning, Business Administration, or closely related field. Five years of bridge and tunnel maintenance experience which includes administrative responsibilities for a service transit system; Or an equivalent combination of education and experience.

    Required Licenses or Certifications :

  • Valid state driver's license. This role will perform inspections on construction sites, stations, and facilities, including locations that are not currently served by transit. Driving an agency vehicle will be necessary to perform inspections along our full alignment.
  • Required Knowledge and Skills :

  • Operational characteristics, services, and activities of a rail transit program.
  • General familiarity with all areas of rail infrastructure; to include wayside, traction power, vehicle, facilities, and operations.
  • Methods and complex principles and practices of rail safety requirements in maintenance and operations.
  • Working knowledge of an asset management program.
  • Methods and techniques of rail system manufacturing, maintenance, overhaul, industry standards, and practices.
  • Advanced knowledge in one of the following infrastructure areas : Signals, SCADA, Track, Traction Power, or Bridge and Tunnel structures.
  • Interpreting and applying applicable standard operation procedures, standard maintenance procedures, operating rules, federal, state, and local policies, laws, and regulations.
  • Contract management including sole source procurement.
  • Principles and procedures of record keeping.
  • Total cost of ownership.
  • Contract procurement strategies and management principles.
  • Policy and procedure development.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Principles and practices of governmental budget preparation and administration.
  • Principles of business letter writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Principles of supervision, training, and performance evaluation.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Developing solutions to maintenance operations problems
  • Applying advanced principles and practices of maintenance operations.
  • Interpreting and using all types of operating manuals related to a light rail system, including part manuals, tooling, and equipment manuals.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.

  • Responding to inquiries and in effective oral and written communication.
  • Developing and monitoring operating budgets, costs, and schedules.
  • Physical Demands / Work Environment :

  • Work is performed in a standard hybrid office and field environments.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and / or extreme noise.
  • Position includes 24-hour on call program and weekend / night shifts; position is responsible for providing supervision and inspections for maintenance and system failure roles.
  • Position is responsible for system failures in the field that are outside of working hours. Some field / constructions sites have no public access or public transport available. May be subject to standing, walking, and seeing.
