Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today, the Lao Family has expanded its operations and service footprint to two additional counties, including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional-age youth, seniors, and other special populations such as individuals with disabilities.

Job Summary: LFCD is looking for a candidate to provide housing support services to the re-entry population, including community outreach efforts to form community collaborations, promote the understanding of the program, and build relationships with funders and partners to increase the number of referrals to the program. The candidate will work closely with onsite operational staff to provide ancillary services as needed. The position duties include: outreach recruitment for potential landlords and preparing tenants to place in subsidized housing, case management, providing ongoing support to these individuals, and follow-up and retention services. This position will directly report to the Program Coordinator.

Roles and Responsibilities:

  • Conduct all program’s intake eligibility, verification, obtain all required documents, orientation, assessments, workshops, and peer support coaching
  • Build confidence, readiness, and emotional health of participants to address barriers towards stabilizing life and work situations
  • Create individual personal goal plans, housing plans, and savings plans; conduct one-on-one or group peer support coaching and financial coaching; assist participants in reaching their personal goals, saving goals, and moving from transitional housing to permanent housing
  • Assist clients with providing resources and referral assistance, including mental health counseling, substance abuse counseling, legal assistance, and social adjustment assistance
  • Establish and maintain relationships with other service providers, including banks, credit unions, OHA, landlords, and other housing program providers
  • Create and manage a landlord’s directory for affordable permanent housing placement and support CARE Campus residents with their needs.
  • Recruit, interview, and negotiate with landlords to assist clients in finding permanent, affordable housing
  • Provide landlords with orientations on the project value, goals with target population profile, written agreements, and other technical supports to cultivate, build trust, and maintain business relationships with funders, subcontractor partners, landlords, and other community service providers
  • Maintain all program-related documents for monitoring and compliance with federal, state, and local regulations under the project’s requirements
  • Represent LFCD at local collaborative community meetings, attend all the required training, housing-related meetings, or conferences as assigned
  • Attend monthly meetings as needed, participate in “Client Resource Forums”, Housing fair, and a visit to the County jail for recruitment
  • Maintain case records, statistics, and service records for program reports
  • Perform tracking of participants’ attendance, input data, daily log, standard case management, and job activities into the database system for record-keeping, and provide a follow-up service till they successfully exit the program
  • Maintain a thorough understanding of the CalAIM program and leverage cross-sector partnerships to support positive housing and health outcomes for participants.

Requirements and Qualifications:

  • A Bachelor’s degree or equivalent with a concentration in social work, psychology, sociology, or other related fields preferred.
  • Bilingual in English and Spanish preferred.
  • Self-starter, ability to work with minimal supervision, and experience working with multiple barriers and the reentry population
  • Good written and oral communication skills. Good organizational skills, attention to detail, and ability to multitask. Good analytic skills, critical thinking skills, ability to create accurate and insightful data outcomes and evaluations, and strong Excel, Word, and PowerPoint presentations.
  • Proven track record in managing and working independently.
  • Ability to work late or on weekends as needed for activities related to the program.
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire; must pass a background check.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; move objects up to 25 lbs.


Compensation: The hourly rate is based on experience and education, along with a comprehensive benefits package including health plan/vision, dental, paid vacations, holidays, sick leave, and employer-contributed pension/group life insurance.
