Overview

Title : Divisional Legal Compliance and KeepSAfe Coordinator

Location : DHQ ADMIN; 701 N Broad Street Philadelphia PA 19123

Reports To : DIRECTLY Divisional Contracts & Compliance Attorney; INDIRECTLY General Secretary

Schedule : FT 40 including occasional evening and weekend hours

Salary and Grade : $65000 annual; 13 Exempt

Position Overview : The Divisional Legal Compliance and KeepSAfe Coordinator (DLCKC) ensures organizational compliance with the Pennsylvania Child Protective Services Law (CPSL) and The Salvation Armys KeepSAfe Program by developing implementing and maintaining internal policies and procedures related to mandatory reporter obligations child abuse clearance requirements child and vulnerable adult trainings and record-keeping protocols. The DLCKC conducts regular compliance audits manages the clearance and training lifecycle for personnel and delivers comprehensive training on reporting responsibilities and child safety standards.

Responsibilities

Description of Position :

KeepSAfe Program Administration

  • Assist in the implementation of the Territorial KeepSAfe policies for children and vulnerable adult protection across all corps and operating units.
  • Serve as the primary point of contact for KeepSAfe-related inquiries from corps officers program directors and other divisional personnel.
  • Update Divisional Contracts and Compliance Attorney (DCCA) and / or General Secretary (GS) on areas of concern related to KeepSAfe training reporting and compliance.
  • Consult with DCCA GS and / or the Human Resources Director (HRD) on complex KeepSAfe issues such as policy violations or high-risk scenarios to ensure appropriate escalation and documentation.
  • Maintain confidential files of KeepSAfe case files incident reports and policy violation documentation in both digital and hard copy formats securely stored.
  • Create and manage databases for tracking KeepSAfe-related data including training records clearances and Personal Safety & Risk Reduction Plans (PSRRP) statuses.
  • Monitor trends in abuse prevention policy violations and risks within divisional programs recommending adjustments to practices as needed.
  • PA Child Protection Services Law (CPSL) Administration

  • Assist the DCCA in verifying that all new employees volunteers and contract staff have obtained required clearances and training prior to their first day of service per organizational policy and CPSL requirements.
  • Manage the clearance and training process by tracking all initial and renewal applications for PA State Police Criminal Record Checks PA Child Abuse History Clearances FBI Criminal Background Checks and Mandated Reporter Trainings and alerting corps and operating units when individual clearances / trainings are one year from expiration.
  • Maintain and update the centralized database or tracking system (e.g. spreadsheet HRIS) of all personnel clearance expiration dates.
  • Serve as the primary point of contact for staff inquiries regarding mandatory reporting obligations process and when to contact Childline.
  • Review and respond to internal questions regarding the application of CPSL standards to specific roles or situations within the organization.
  • Along with the DCCA update the GS on areas of concern related to PA Child Protection Services Law clearances and training including when individuals are noncompliant.
  • Training and Resource Management - KeepSAfe

  • Provide KeepSAfe resource information including policy documents and training access (e.g. Praesidium) to corps and operating units for use by officers employees and volunteers.
  • Develop and distribute quarterly updates on KeepSAfe training requirements policy changes and best practices to corps and operating units.
  • Track and verify completion of mandatory KeepSAfe training for all personnel (e.g. within 30 days of start).
  • Maintain documentation of all KeepSAfe training completions in a centralized database generating quarterly reports on compliance levels.
  • Educate inbound officers and new program managers on their responsibilities under KeepSAfe policies including supervision practices and conduct guidelines.
  • Collaborate with Human Resources Department corps and operating units to identify which KeepSAfe trainings are required for specific positions.
  • Training and Resource Management Pennsylvanias Child Protective Services Law

  • Conduct Recognizing and Reporting Child Abuse : Mandated and Permissive Reporting in Pennsylvania as needed and requested ensuring documentation of attendance and comprehension.
  • Provide child protection resource information to corps and operating units for use by officers employees and volunteers.
  • On a quarterly basis conduct formal documented compliance audits (e.g. quarterly or semi-annually) of randomly selected personnel files to ensure 100% adherence to clearance timelines and documentation standards.
  • Annually along with the DCCA monitor legislative changes and updates to the CPSL and associated regulations; propose revisions to organizational policies handbooks and clearance forms to ensure continuous alignment with state law as needed.
  • Annually participate in or lead periodic assessments of organizational activities and programs to identify and mitigate potential risks related to child safety and CPSL violations.
  • Personal Safety & Risk Reduction Plans Management and Follow-Up

  • Shepherd operating units through the development and implementation of Personal Safety & Risk Reduction Plans (PSRRPs) for individuals with histories of abuse or registry listings.
  • Review and track all PSRRPs including quarterly evaluations annual renewals and updates due to changes in personnel or participant status.
  • Maintain a confidential tracking system for individuals on PSRRPs noting compliance issues accountability team details and any breaches.
  • Work with corps officers on PSRRP reporting requirements follow-ups and enforcement including coordination with accountability teams.
  • Report PSRRP compliance breaches or concerns to the DCCA GS and Territorial KeepSAfe Director and appropriate authorities as needed.
  • Notify incoming Officers of all active PSRRPs at their location on their date of appointment.
  • Ensure PSRRPs are documented and distributed securely to relevant parties (e.g. corps divisional headquarters territorial headquarters).
  • Volunteer Screening and Selection Oversight

  • Assist the DCCA in guiding operating units in conducting screening processes for volunteers with potential contact with minors or vulnerable adults including reference checks territorial registry clearance criminal background checks and state registry searches.
  • Ensure volunteer applications statements and release forms are properly completed and documented.
  • Determine individual volunteer suitability with the DCCA and / or GS based on screening results.
  • Monitor ongoing background check renewals for volunteers in compliance with applicable laws and Command policies.
  • Run reports on compliance and expirations for quarterly distribution to corps officers and relevant program directors.
  • Contract Processing Backup

  • In DCCAs absence assist in processing or return of contracts proposals amendments and agreements for submission to the Command Finance Council (CFC) and Territorial Headquarters (THQ) Legal Department for approval.
  • Enter and track contract-related data in the Contract Database ensuring accurate documentation of submission statuses approval timelines and related correspondence.
  • Report any issues or discrepancies with contract submissions to the DCCA and / or General Secretary (GS) for resolution as needed.

    Qualifications

    Requirements :

  • Minimum of a Bachelor of Science (B.S.) or Bachelor of Arts (B.A.) degree required. A Masters degree (completed or actively working towards completion) is preferred in Non-Profit Management Social Work Business Public Administration or a related field.
  • A minimum of three (3) years of relevant professional experience in compliance regulatory oversight human resources or a related field is strongly preferred.
  • Familiar with the Pennsylvania Child Protective Services Law and The Salvation Armys KeepSAfe policy is preferred.
  • Exceptional written oral and presentation skills. Must possess strong interpersonal skills and the ability to relate effectively reliably and professionally with staff volunteers and officers.
  • Must be well-organized proactive and capable of effectively consistently and strategically multitasking while adhering to strict deadlines.
  • Demonstrated ability to work independently with minimal supervision initiate appropriate follow-up and function effectively as a highly collaborative team member.
  • Must demonstrate sound judgment reliability and leadership characteristics including the ability to provide constructive guidance and training (teach) to others.
  • Computer proficiency is required including the ability to easily and effectively use email Microsoft Office applications (Word Excel PowerPoint) and Google Suite.
  • Must be willing and able to travel as required possess a valid drivers license and meet the organizations insurance requirements.
  • Experience in Salvation Army operations is strongly preferred.
  • As a Mandated Reporter must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 upon hire with recurrent training required every five years thereafter. Meet the Child Protection Clearances required by PA Act 153 including the PA Child Abuse History Clearance PA State Police Criminal Record Check and FBI Criminal Record Check.
