Property and Logistics Manager

AT&T has an opening for Property and Logistics Manager to support a key program in AT&T's National Security business segment. This position requires office presence a minimum of five days per week and is only located in the location(s) posted. No relocation is offered.
Job Duties
- Staffing, managing, and assessing performance of 20 or more employees geographically dispersed in a Sensitive Compartmented Information Facility (SCIF) and external tenant managed warehouse facilities.
- Managing Contractor Accountable Property (CAP) and Government Accountable Property (GAP) of more than 50,000 assets in a global operation.
- Ensuring compliance with Federal Acquisition Regulation (FAR) and customer acquisition requirements throughout program processes and among partnered organizations.
- Ensuring Supply Chain Management and Supply Chain Risk Management reviews are conducted and successful.
- Primary contact with government Property customer representing the program and government agencies.
- Implementing Integrated Logistics Systems (ILS) functions for assigned projects related to research, analyses of customer requests and statutory requirements, preparing required documentation, and ensuring quality control.
- Controlling the flow of material and assets from vendors to production and repair, and ultimately to customer or manufacturing sites within the approved Government processes.
- Guaranteeing timely execution of assets tracking and movement, ensuring accountability on program-maintained resources, auditable at all times.
- Overseeing the execution and continuous improvement of all warehouse and logistics processes and systems.
- Defining and developing logistics support requirements, plans, and schedules; performing life cycle cost, reliability, maintainability, and availability analyses.
- Implementing and maintaining various property and logistics type documentation and CDRLs, e.g., Integrated Support Plan (ISP), Integrated Logistic Support Plan (ILSP), Materiel Fielding Plan (MFP), Property Management Plan, etc.
- Providing ILS input into the technical proposals and ensuring necessary safeguards for proprietary data.
- Responsible for scheduling and leading regular team meetings (weekly or biweekly) to ensure cross-functional teams and sites are adhering to inventory and PTI (Physical Tracking and Inventory) plans and schedules.
- Performing testing and analysis of technical data and reports to determine / formulate specific recommendations regarding spare / repair parts and support equipment.
- Strong communication skills with the ability to interact professionally with government partners during property audits and when preparing for customer meetings.
- Ensuring that milestones are achieved within financial constraints in alignment with master plans and schedules, while maximizing customer satisfaction.
- Guaranteeing that all required government customer deliverables, including monthly and annual reports, are accurate and submitted on time.
- Building and sustaining relationships with manufacturing partners, suppliers, internal program teams, and customers through the resolution of delivery issues.
- Traveling to local and remote sites, periodically to ensure continued successful contract execution and property management.
- Coordinating your team's engagement with Configuration Management team in record maintenance related activities.
- Attending program reviews, technical meetings, Integrated Product Team meetings, and briefings to represent your section as required.

Required Qualifications
Candidates must have 10 years of experience that can be a combination of work history and education. This equates to a bachelor's degree and 6 years, an associate's degree and 8 years or a high school diploma and 9 years' experience. 5 or more years of supervisory experience.
Additional Requirements Include
Prior experience working on government contracts and a solid understanding of Contract Accountable Property (CAP), Government Accountable Property (GAP), and Government-Furnished Property (GFP) management principles and procedures.Communicates with parties within and outside of own job function / area, which includes customers, vendors, carriers.Intimate knowledge of Government Accountable Property (GAP) and Contractor Accountable Property (CAP).Limited property / logistics database experience.Strong organizational and interpersonal skills focused on task management and conflict resolution.Ability to lead a team as a coach and mentor. Establish Key Process Measurements for Shipping, Receiving, and Stockroom.Possess tangible knowledge of automated inventory control systems and proficiency with Microsoft Office products (advanced proficiency in Excel is desired).Experience ordering, processing, shipping, receiving, packaging, material handling, property accountability, and discharge of excess property.Experience with Federal Acquisition Regulation (FAR), property management practices, and data entry into SAP / AM.Proven knowledge of government property audit procedures, with hands-on experience interfacing with government auditors and guiding them through established processes in accordance with the program's CAP plan.Experience in physical inventory equipment, as well as proper labeling, tracking, and documenting the movement of IT equipment.Ability to learn tasks quickly with the ability to handle multiple tasks simultaneously, maintain focus in a high demand time-constrained environment, and be able to adapt to a variety of challenges.Ability to travel up to a maximum of 25% of the time.To be considered for this position, you must have a valid driver's license, acceptable driving record, and ability to acquire a U.S. Passport.Possess strong communications skills, to include written and interpersonal skills.Ability to work autonomously with little to no supervision.Must be flexible and able to shift priorities as government priorities and contractual requirements evolve.Desired Qualifications
Experience managing a property and logistics team within the IC as a government employee or contractor.Experience of applying a continuous improvement approach in enhancing the strategies employed in technology spending, as well as in tracking company assets within the Configuration Management Database (CMDB) throughout their lifecycle.Experience collaborating with cross-functional teams (such as engineering, finance, quality assurance / testing, manufacturing and installation) and product vendors to build a product that fulfills a product vision and to turn it into program success.Ability to work independently and oversee program IT software from the inception to the phase-out to create customer value and deliver measurable benefits.Knowledge of creating and distributing various reports, including compliance reports on current assets and their status; also perform trend analysis.Establish and maintain hardware and software maintenance database and historical document records.Experience collaborating effectively with logistics personnel, other program teams, as well as government personnel, to ensure the smooth flow of equipment and enable better understanding of the status of equipment.Strong knowledge of IT database software and hardware, with three or more years of experience working with IT logistics.Three years or more of ITSM tool experience, SAP asset management, AssetSmart and ServiceNow.Ability to facilitate weekly or biweekly cross-functional team meetings to monitor adherence to inventory and PTI schedules, promote open communication, and proactively address challenges and opportunities for improvement.Salary
Our Property and Logistics Manager (Log Mgr III) (Government) earns between $98,100 - $155,000 yearly. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education / training.
