Job description

Position Description

The Harris County Tax Assessor-Collectors Office (HCTO) is seeking an experienced and dedicated Director of Logistics and Facilities to oversee and optimize all facility operations at HCTO locations ensuring the efficient and effective use of space allocated to HCTO by designing new office layouts and coordinating construction and renovations with relevant County departments. The Director of Logistics and Facilities will also oversee the Tax Offices Distribution Center (DC) Warehouse and mailroom ensuring efficiency in inventory management distribution and mail processing. This role requires a strategic thinker with project management skills to develop and implement logistics strategies that align with the offices overall business objectives and develop plans to help mitigate risk to the HCTO. Reporting to the Chief Administrative Officer the Director of Logistics and Facilities will collaborate closely with other departments such as facilities and property management procurement and customer service to ensure seamless integration and coordination of logistics activities.

About the Tax Assessor-Collector

The Harris County Tax Assessor-Collectors Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government handling various financial and administrative tasks including :

  • Property Tax Collection : Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Motor Vehicle Services : Manage commercial and residential vehicle registration issue license plates and handle vehicle title transfers including the collection of associated fees.
  • Voter Registration : Oversee voter registration within the county issue voter registration certificates and maintain an accurate voter registration roll.
  • Additional Revenue Collection : Collecting certain fees fines and revenues related to permits or state mandates depending on the countys needs.

Duties and Responsibilities

Warehouse & Mailroom Operations

  • Supervise all Distribution Center (DC) Warehouse and mailroom employees ensuring efficient workflow and adherence to policies.
  • Develop and implement logistics strategies to optimize storage distribution and mail processing.
  • Maintain warehouse and mailroom inventory and oversee the handling of incoming and outgoing shipments.
  • Ensure compliance with safety and security protocols within the warehouse and mailroom operations.
  • Facilities & Equipment Oversight

    Serve as the Tax Office representative for matters related to HCTO facilities responsible for safe efficient and compliant operations across branches warehouse and administrative offices.

    Coordinate with Engineering on testing inspections and corrective actions maintain compliance with FMO OSHA ADA environmental (EHS) and other applicable codes / permits.

    Lead space planning office moves renovations and small capital projects in coordination with the Engineering Department; review drawings and phasing plans to ensure operations continuity and code compliance.

    Manage the performance of construction workstation and furniture vendors ensuring that projects are completed timely and within scope and budget.

    Maintain the Facilities Emergency Plan in alignment with COOP / IMT; ensure facilities-specific emergency procedures shut-down / start-up checklists and post-incident assessments are current and trained.

    Budget & USPS Coordination

    Collaborate with the Financial Services team to ensure that annual maintenance fees are tracked and timely paid

    Collaborate with the Financial Services team to ensure that payments to vendors for facilities projects mail and other logistics-related expenses are tracked and timely paid.

    Operations and Emergency Management

  • Participate in emergency management operations as a Tier 1 Essential Employee and be available for after-hours response during unusual or emergency situations.
  • Support the Chief Administrative Officer for the HCTOs Continuity of Operations (COOP) plan if or when activated.
  • Recommend and implement approved organizational process or policy changes as needed to improve operational efficiency.
  • Prepare and review operational reports and schedules to ensure accuracy and effectiveness.
  • Set departmental goals and deadlines in alignment with HCTO priorities.
  • Plan administer and control budgets for contracts equipment and supplies.
  • Capital Planning & Compliance

  • Own the inspection calendar (FMO elevators backflow boilers life-safety ADA) and corrective action close-outs; maintain documentation for audits and public records.
  • Prepare the annual facilities capital plan (renewals replacements renovations moves maintenance compliance-driven fixes) that prioritizes needs risks cost and service impacts
  • Security and Law Enforcement Coordination
  • Act as the Tax Office liaison to Harris County law enforcement agencies to support security needs for Tax Office facilities outreach events and other special events.
  • Serve as the point of contact for Tax Office security initiatives including maintaining data sets generating weekly reports and managing security systems and cameras.
  • Integrate facility security risk assessments (lighting cameras access control incident trends) into the FM audit cycle; prioritize mitigations and track completion.

    Requirements

    Education and Experience :

  • Bachelors degree in supply chain management Logistics Business Administration or a related field from an accredited institution within the U.S. Relevant experience may substitute for the required education.
  • A minimum of 5-7 years of experience in logistics warehouse management or a related operational leadership role.
  • Proven project management leadership experience on logistics and / or facilities projects of significant impact.
  • Strong leadership and team management skills with the ability to oversee multiple teams and projects.
  • Experience with security access systems and employee credential management.
  • Knowledge of facilities maintenance and construction project coordination.
  • Proficiency in budgeting and financial coordination related to logistics and facility operations.
  • Strong problem-solving skills and the ability to work in a fast-paced environment.
  • Excellent communication and collaboration skills to work with internal departments and external partners.
  • Knowledge Skills & Abilities :

  • Principles and practices of logistics warehouse operations mailroom management and facilities management.
  • Building systems preventive maintenance procedures safety codes and regulatory requirements (OSHA ADA environmental / EHS codes).
  • Project management principles including planning budgeting scheduling and vendor management.
  • Budgeting financial tracking and resource allocation related to logistics and facilities operations.
  • Emergency management and continuity of operations planning (COOP / IMT).
  • Security management including access control surveillance systems and risk assessment.
  • Leadership and team management including supervision of multiple teams in diverse operational areas.
  • Strategic planning and operational optimization for warehouses mailrooms and facilities.

  • Experience working in a government or tax office environment.
  • Familiarity with USPS mailroom regulations and logistics best practices.
  • Certification in logistics project management or facilities management is a plus.

    Working Conditions

  • Work is primarily performed in an office environment with occasional visits to the Distribution Center mailroom and branch offices.
  • Some exposure to construction areas facility maintenance zones or operational sites where standard safety protocols are required.
  • Standard business hours with periodic extended hours or on-call availability for emergency situations or facility incidents.
  • Regular interaction with internal staff external vendors and community partners.
  • May require travel between multiple HCTO locations and field visits for inspections project oversight and emergency response.

  • Primarily sedentary office work requires sitting for extended periods.
  • Occasional walking standing or climbing stairs while inspecting facilities or project sites.
  • Ability to occasionally lift up to 50 lbs. or move light objects (e.g. files plans reports).
