The Minnesota Racing Commission is looking for their next rulemaking coordinator, veterinary services coordinator, and licensing clerk! This position is the departmental expert who manages the agency's rule-making and veterinary services processes, assists with licensing, and provides technology and administrative support to the agency. This position consults all levels of agency personnel, supports agency-contracted veterinary staff, tracks equine health documentation, supports horse racing veterinary regulatory processes, facilitates MRC rulemaking processes including drafting, filing, publishing, and serving notices, letters, affidavits, and other rulemaking documents, completes the technology onboarding for all staff, assists in the administration of the class "C" licensing function of the MRC to assure prompt and accurate issuance of licenses, and develops and delivers reports and other tasks as assigned. This position coordinates development of the Statement of Need and Reasonableness (SONAR) for agency rulemaking projects in collaboration with the MRC Chief Veterinarian and General Counsel. This position assists the Executive Director, Deputy Director, General Counsel, Racing Officials, Office Manager, and other MRC staff as needed.

This position is eligible for a hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details.

Minimum Qualifications

Two years of experience performing one or more of the following duties :

• Experience in an administrative or program coordination role in a regulatory, legal, or veterinary setting.
• Experience with equine veterinary practices, health documentation, and / or medication compliance related to horse racing.

An associate's degree in business, equine science, animal science, or a related field of study may substitute for 6 months of experience. A bachelor's degree in business, equine science, animal science, or a related field of study may substitute for 12 months of experience. A master's degree in business, equine science, animal science, or a related field of study may substitute for 18 months of experience.
