Job description

The Substation Program Manager is responsible for overseeing multiple substation projects, ensuring successful delivery in alignment with organizational goals, client expectations, and industry standards. This role involves strategic planning, resource allocation, risk management, and coordination with internal teams, contractors, and stakeholders to ensure projects are completed on time, within budget, and to the required quality standards. The Substation Program Manager plays a critical role in driving the efficiency and reliability of power distribution systems.

Primary Responsibilities

  • Program Oversight : Manage a portfolio of substation projects, including design, construction, and commissioning, ensuring alignment with scope, schedule, and budget.
  • Strategic Planning : Develop and implement program strategies, schedules, and budgets to meet organizational objectives and client requirements.
  • Stakeholder Management : Serve as the primary point of contact for clients, utilities, and regulatory bodies, fostering strong relationships and ensuring clear communication.
  • Resource Coordination : Allocate resources, including personnel, equipment, and materials, across projects to optimize efficiency and performance.
  • Risk Management : Identify, assess, and mitigate risks related to project execution, safety, and compliance with regulatory standards.
  • Compliance and Standards : Ensure all projects adhere to industry standards (e.g., IEEE, NESC, ANSI) and comply with federal, state, and local regulations.
  • Financial Management : Monitor program budgets, track expenditures, and provide cost forecasts to ensure financial targets are met.
  • Team Collaboration : Work closely with engineering, procurement, and construction teams to ensure seamless project execution and resolve issues promptly.
  • Performance Monitoring : Track and report key performance indicators (KPIs) for projects, providing regular updates to senior management and stakeholders.
  • Process Improvement : Identify opportunities to enhance program management processes, incorporating best practices and innovative solutions.

Experience and Skill Requirements :

  • Bachelor's degree in Electrical Engineering, Civil Engineering, Project Management, or a related field; Master's degree or PMP certification preferred.
  • 7+ years of experience in project or program management, with at least 3 years managing substation or power delivery projects.
  • Technical Knowledge :
  • Strong understanding of substation design, construction, and operations.

  • Familiarity with high-voltage equipment, protection systems, and SCADA integration.
  • Knowledge of industry standards (IEEE, NESC, NEC) and regulatory requirements.
  • Project Management Skills : Proven ability to manage multiple complex projects simultaneously, with expertise in scheduling, budgeting, and risk management.
  • Strong interpersonal skills to lead cross-functional teams and influence stakeholders at all levels.
  • Excellent verbal and written communication skills for reporting, presentations, and stakeholder engagement.
  • Experience with project management tools (e.g., MS Project, Primavera) and engineering software (e.g., AutoCAD, ETAP).
  • Professional Engineer (PE) license or equivalent certification.
  • Experience with renewable energy integration into substations (e.g., solar, wind).
  • Knowledge of smart grid technologies or digital substation systems.
