Field Intelligence Element (Fie) Operations Seattle Lead

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. In addition, we have an Environmental Molecular Sciences Laboratory, a Department of Energy, Office of Science user facility housed on the PNNL campus. The National Security Directorate (NSD) drives science-based, mission-focused solutions to take on complex, real-world threats to our nation and the world. The PNNL Field Intelligence Element (FIE) is an intelligence component of the Department of Energy (DOE) Office of Intelligence and Counterintelligence Field Intelligence Enterprise. The FIE Operations Division, part of the National Security Directorate, is comprised of a cohesive team of leaders stewarding the capabilities and resources of the FIE in support of Pacific Northwest National Laboratory, DOE, and other sponsors. The FIE is compliant, strategically proactive, and customer service oriented and offers efficient services and resources to support the FIE mission.

We are seeking a leader passionate about defining and driving security, cybersecurity, and operations to serve as the Seattle lead for Field Intelligence Element (FIE) Operations. The Seattle lead is responsible for envisioning, building, and sustaining the National Security Directorate's classified research environments to allow PNNL staff to solve the most sensitive R&D challenges while complying with ICD 705 and DOE-IN regulations to keep national security information out of the hands of our adversaries. The Seattle lead will function as a multidisciplinary Security Operations Professional for the PNNL FIE. The incumbent will assist and support the PNNL FIE by performing a variety of duties for the Special Security Officer (SSO) and the Mission Support Group Leader. The Seattle lead position will combine the responsibilities of an Alternate Special Security Officer (ASSO) and an Operations Specialist to support the FIE security team in Seattle. ASSOs are responsible for safeguarding sensitive compartmented information (SCI) and SCI facilities (SCIFs). As part of the Special Security Office team, the candidate will be expected to contribute to the overall daily efforts of the team, to include :

  • Operations Specialist (OS) - OSs integrate operational capabilities, requirements, and solutions across Research and Support Organizations to enable and enhance safe, effective, and efficient project execution in classified spaces in support of the Lab's mission. Maintains situational awareness of both operational needs and emerging regulatory requirements, providing analysis of options and recommendations to mitigate exposure to operational risk and reduce the frequency of operational upset conditions. During upset conditions, assists management in the identification and implementation of immediate actions. This may include leading or participating in critiques, accident investigation, participating in causal analyses, and identifying and managing corrective actions and lessons learned. Evaluates the need for and provides necessary Subject Matter Expert (SME) support to line management, staff, and Project Management Offices to assist with project planning, assessment activities and risk identification and mitigation. Supports day-to-day work being conducted in classified research and operations spaces including planning for contractors, crafts personnel, and / or visiting researchers as well as the utilization of equipment, systems, and capabilities within their assigned spaces.
  • Provides technical expertise and support associated with the development and operation of one or more of PNNL's individual Security programs (topical areas) and technical advice and assistance for the development and operation of programs managed by others.
  • Provide expert level advice, communicate complex concepts, anticipate potential objections on security requirements for SCI related projects and programs to the SSO and the FIE Director.
  • Leads and executes projects on behalf of the SSO and FIE Director with notable risk and complexity; develops the strategy for project execution.
  • Maintain proficiency relative to DOE and ODNI personnel security policies, procedures orders and directives.
  • Provide oversight to Lab Assist and Integrated Operations activities (activity planning, assessments, routine operating envelopes, hazard analysis).
  • Represent NSD management for secure space-related issues, including overseeing equipment and project startups.
  • Provide PNNL Senior Management, Division Directors, Group Leaders, and Team Leaders with information necessary to determine space strategy.
  • Communicate R&D needs to Facilities & Operations staff (building managers and engineers).
  • Mitigate the impact to R&D activities during outages, facility modifications, etc.
  • Interface with Facilities staff to ensure appropriate lab modifications and other needed facility changes to support operational needs are completed and meet R&D needs.
  • Interface on behalf of FIE Operations with other M&O organizations at PNNL.
  • Develop, improve and provide staff with training on various security and safety related topics.
  • Perform Personnel Security support functions to manage access to and control of sensitive compartmented information and assist with program security requirements.

This position is full-time, on-site in Seattle, WA, with no remote work option due to the sensitivity of the work.

Minimum Qualifications :

  • BS / BA and 9 years of relevant experience -OR- + MS / MA or higher and 7 years of relevant experience -OR- + AA and 18 years of relevant experience -OR- + HS / GED and 20 years of relevant experience
  • Qualifying experience supporting the areas of : technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted.

    Preferred Qualifications :

  • Completion of ICD-705 SCIF construction course and National Security Officer's Course (NSOC) or equivalent.
  • Completion of the National Counterintelligence and Security Center (NCSC) Special Security Officers Course (SSOC).
  • ICD 705 design, renovation, and new build construction experience.
  • Working knowledge in TEMPEST controls.
  • Experience serving as a Site Security Manager for ICD 705 construction projects.
  • Experience leading Security Programs for IC and DoD sponsors.
  • Experience with Lenel OnGuard access control software.
  • Experience with UL 2050 Intrusion Detection Systems.
  • Experience working in a SCIF as part of a security team.
  • This position requires the ability to obtain and maintain a federal security clearance. A security clearance background investigation includes review of your employment, education, financial, and criminal history, as well as interviews with you and your personal references, neighbors, and co-workers to determine trustworthiness, reliability, and loyalty to the United States. The investigation also examines your foreign connections, drug and alcohol use, foreign influence, and overall conduct.

    Background Investigation : Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

    Drug Testing : All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). Note : Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated.
