JOB SUMMARY : The Forensic Mental Health Clinician is responsible for providing assessment and treatment for clients involved with the criminal justice system. This may include individuals who are court-ordered, mandated by probation, and individuals under aid and assist, PSRB, and / or civil commitment. This position will work primarily with individuals who have been diagnosed with severe and persistent mental illness and who present with several criminogenic risk factors. The Forensic Mental Health Clinician will also serve as the treatment provider and coordinator for Wellness Court clients.

ESSENTIAL FUNCTIONS :

  • Conducts mental health assessments and formulates Diagnostic and Statistical Manual (DSM)-V related diagnoses;
  • Provides clinical services, including individual and group counseling to clients involved with the legal system, addressing their mental health needs and potentially criminogenic factors;
  • Develops initial and ongoing treatment plans; identifies and pursues necessary resources to implement treatment plans, and makes referrals as appropriate;
  • Assesses and manages risks of harm to self and others, including developing safety plans and crisis intervention strategies;
  • Serves as the Wellness Court treatment provider, attends court staffings and hearings, and coordinates with other members of the Wellness Court team;
  • Serves as a backup for conducting court-ordered evaluations and preparing court reports (such as community consultation reports and civil commitment investigations). When required, testifies in court;
  • Provides direct services to clients who may present as unstable, hostile, agitated, or intoxicated in an appropriate, effective manner; assesses and de-escalates aggressive behaviors;
  • Participates in clinical team meetings, huddles, and other committees to coordinate care for forensic clients;
  • Provides discharge planning and coordinates client discharge;
  • Provides education and consultation to criminal justice partners such as the courts, law enforcement, and medical providers;
  • Assists with tracking participation and progress for clients under aid-and-assist, PSRB, and civil commitment and assists with providing written progress reports / updates to the appropriate community partners;
  • In collaboration with the ENCC, provides consultation and support around treatment and discharge planning for adults admitted to Oregon State Hospital. Monitors individual progress and actively creates plans for community integration and care. Coordinates with OSH social workers and IDT teams regarding Individual progress in treatment;
  • Builds and maintains strong relationships internally with the treatment teams, as well as key community partners including law enforcement, court officials, and the local hospital;
  • Maintains clinical documentation within agency-stated timelines;
  • Participates in training (agency, state, regional, etc.) that will assist the employee in their position.
  • Other related duties as assigned.

  • Ensures that any required certifications and / or licenses are kept current and renewed timely;
  • Works independently as well as participates as a positive, collaborative team member.

  • REQUIRED COMPETENCIES : Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period :

  • Knowledge of and experience working with the population of people in the criminal justice system
  • Ability to develop strong, collaborative relationships with a range of community partners and demonstrate good customer service is critical
  • Proficiency in MS Office 365 (Word, Excel, Outlook), EHR platform, databases, virtual meeting platforms, internet, and ability to learn new or updated software;
  • Ability to effectively manage the EHR platform with appropriate clinical documentation;
  • Strong interpersonal and customer service skills;
  • Strong communication skills (oral and written) in English required;
  • Strong organizational and planning skills with attention to detail, accuracy, and follow-through;
  • Ability to work effectively and respectfully in a diverse, multi-cultural environment;
  • Excellent time management skills with a proven ability to meet deadlines;
  • Strong critical thinking skills;
  • Ability to maintain strict confidence as required by HIPAA, 42 CFR, and Oregon Statutes;
  • Ability to build and maintain positive relationships;
  • Ability to function well, adapt, and use good judgment in a high-paced, ever-changing and, at times, stressful environment;
  • Ability to manage conflict resolution and anger / fear / hostility / violence of others appropriately and effectively;
  • Ability to work independently as well as participate as a positive, collaborative team member.
  • Requirements : QUALIFICATIONS :

    EDUCATION AND / OR EXPERIENCE REQUIREMENTS :

  • Master’s degree in forensic science, psychology, social work, counseling, behavioral sciences, or related field required
  • For individuals in recovery from substance-use disorder, must have maintained continuous recovery for the previous two years at the time of hire
  • LICENSES AND CERTIFICATIONS :

  • QMHP-I, CSWA or PCA for MH Clinician I required or QMHP-R upon hire with ability / commitment to attain certification within 6 months for QMHP, or 2 years, respectively, for LCSW or LPC
  • Must maintain a valid Oregon Driver License or ability to obtain one upon hire and be insurable under the organization’s auto liability coverage policy (minimum 21 years of age and at least 3 years without any DUI or moving violations)
  • PREFERRED :

  • Licensure preferred
  • 2 years of experience working directly with individuals with serious mental illness preferred
  • 2 years of experience working with forensic population preferred
  • Bilingual in English / Spanish a plus
