Associate Project Leader – Job Order Contract
DUTIES AND RESPONSIBILITIES :
- Client interface & Client satisfaction
- Meet with client project managers for initial job walks to establish existing conditions, client needs & scope of work
- Prepare detailed project scope of work to include drawings, renderings, preliminary approximations of types of materials to be used and quantity take-offs
- Review the proposal scope of work, specifications, and drawings with client to ensure they clearly define the project requirements and client expectations
- Prepare detailed Means Line Item estimates and proposals based on technical specifications, scope of work and drawings or sketches; to include detailed quantity take-offs for each job order and enter line items into JOCWorks software utilizing the Means Unit Price Book line items
- Submit proposal package / Means estimate & conduct negotiation with client project manager
- Establish and maintain project start, progress, and completion schedules
- Develop the project work packages for each definable feature of work and coordinate with procurement for solicitation of detailed proposals from pre-approved subcontractors for each work package
- Coordinate with procurement for subcontractor buyout; to include arranging and attending site visits with subcontractors.
- Prepare & submit project submittals
- Attend pre-construction, progress and other project meetings; and provide minutes
- Manage the delivery order execution in accordance with contract requirements and project management procedures
- Perform required coordination with project architects and engineers
- Responsible for execution of work in the field, direct and manage subcontractors
- Respond in a timely manner to all contract agreements, instructions, and inquiries from authorized owner personnel
- Enforces Risk Management practices at all necessary levels.
- Enforce Quality Control Plan and Site Safety, Health and Environmental
- Enforcement Airport Security Measures
- Report progress to Project General Manager
- Attend weekly client meetings to ensure timeliness, open communications and quality of delivery order work
- Manage project close-out; to include obtaining required documentation, pre-final inspections and As-Built drawings
QUALIFICATIONS AND SKILL REQUIREMENTS :
Expertise in producing detailed fixed price estimates and has the ability to use Means Line Item Price book / Means or similar unit price book utilizing estimating software to produce detailed line item estimates is a mustS. degree in Construction Management, Civil, Structural Engineering or Architecture, or related field a plusMinimum of 7-10 years’ experience in the construction industryMinimum three years in supervisory position in the construction industry as a PMExtensive experience in EstimatingSubstantial knowledge of civil, architectural, mechanical, electrical disciplines & Design Build and Construction ManagementExtensive experience in the management and coordination of multiple projects at multiple sitesExperience in project planning and scheduling, project estimating.Experience with JOC, IDIQ, and SABER is preferredExpertise with MS Word, MS Excel, MS Project scheduling software, Visio, AutoCAD; proficient in Project Management software is preferredThorough knowledge of construction means and methodsExcellent understanding of the principles, methods, and techniques of EngineeringExcellent negotiating skillsExcellent oral and written communication skillsExcellent time management and organizational skillsAbility to work well in a team environmentSimultaneously manages the life cycle of multiple small to medium size renovation and upgrade general construction projects including developing scope of work, line item pricing, negotiation with clients, and subcontractor selection. working closely with client representatives to ensure expectations are met. Duties include - Managing the life cycle of each project from conceptual stage to final completion in accordance with the contract requirements; Coordinate site visit meetings, document existing conditions, produce quantity takeoff and develop detailed line item estimate based on the project scope of work, site visit findings, drawings and specifications; utilize estimating software to procure line item pricing proposal; conduct discussion / clarifications with clients representative to finalize scope of work and pricing proposal. Prepare subcontractors bid packages, conduct pre-bid meetings and solicit subcontractors pricing : Utilize submittal log to establish required submittals and deliver to client; Develop and maintain detailed construction schedule; Supervise and coordinate subcontractors on-site activities; Ensure project close-out documentations are submitted to client including as built drawings, closing permits, warranty and O&M manuals
Degree in construction / engineering related degree is highly preferred
Associate degree in construction / engineering related degree is preferred
Prior JOC experience is highly preferred
Minimum of 5 years experience in the general construction industry with a commercial or industrial general contractor managing and coordinating multiple building renovation and upgrade projects and multi trade subcontractors
Experienced in producing detailed lump sum, fixed price estimates based on subcontractors pricing
Experience with producing estimates utilizing line item pricing from RS Means or other published unit price book is a plus
Strong knowledge of construction means and methods including the ability to read and interpret engineering drawings
Experience in conducting site visits and producing written scope of work
Experience working with MS Project, MS Word, MS Excel, estimating and scheduling software
Understands the principals of “Performance Based” construction is preferred
Ability to interact and negotiate with clients and end users
Good oral and written communication skills
Ability to work well in a team environment
