General Description

The Hospital Preparedness Program (HPP) is a community-wide initiative that connects healthcare entities at local, state, regional, and national levels to plan for and respond to emergencies and disasters. This role involves strengthening the healthcare delivery system's ability to prepare for and respond to all-hazards, including mitigating medical surge from mass casualty incidents and natural disasters.

Under the direction of the Local Health Officers from Bear River, Davis County, and Weber-Morgan Health Departments, coordinates and maintains the Northern Utah Healthcare Coalition. Develops, organizes, implements, and evaluates the regional medical surge capacity plan for the northern Utah region.

  • This position is grant-funded and is contingent upon the continued availability of funding through the Hospital Preparedness Program (HPP), administered by the Administration for Strategic Preparedness and Response (ASPR). Continued employment is dependent on annual grant renewals and ongoing federal support for the program.

This position has the option to work from either our Logan, Brigham City, or Tremonton office.

Minimum Qualifications (Education and Experience)

Grade 21 - Graduation from an accredited college or university with a BS degree in public health, community health, or a closely related field; AND three years of full-time paid employment in emergency response (emergency healthcare delivery, law enforcement, fire and rescue, emergency planning in a healthcare setting) or a closely related field.

Position may be underfilled at a Grade 19 if the applicant does not have the required years of experience.

Minimum Qualifications (Necessary Knowledge, Skills and Abilities)

  • Strong understanding of emergency preparedness and response principles in a healthcare setting.
  • Ability to coordinate and collaborate with diverse stakeholders.
  • Excellent communication and organizational skills.
  • Proficiency in developing and managing work plans, budgets, and reports.
  • Experience with training, exercise, and evaluation methodologies.
  • Familiarity with ASPR Hospital Preparedness Program guidelines and requirements.
  • Administrative and programmatic management experience.
  • Proficient at public speaking, managing a meeting agenda, and coordinating quality content to be presented to membership both in quarterly trainings and bi-monthly planning meetings.
  • Special Qualifications

  • Must be able to pass a background check and drug screening.
  • Possess or be able to obtain a valid Utah Drivers License at the time of employment.
  • Be able to provide your own transportation.
  • Have a flexible schedule and be available for scheduled work in the evenings and / or weekends and holidays as the job requires.
  • Summary of Duties

  • Host the regions Healthcare Coalition that spans Box Elder, Cache, Davis, Morgan, Rich, and Weber counties, engaging members to identify and meet the coalition members needs.
  • Foster connections among member organizations and strengthen the healthcare delivery systems ability to provide care during disasters, improve patient outcomes, and save lives.
  • Prepare for, respond to, and recover from emergencies and disasters using the Health Care Preparedness and Response Capabilities for Health Care Coalitions guidance.
  • Complete core functions : assessment and risk mitigation, information sharing, specialty care planning and coordination, response, healthcare workforce support, resource management, training, exercise, and evaluation, continuity and recovery, and organizational development.
  • Submit workplans and budgets to Utah DHHS annually, and progress reports twice a year.
  • Participate in meetings hosted by Utah DHHS.
  • Refer to the Local Health DHHS Preparedness Deliverable Tracker for up-to-date program deliverables and due dates.
  • Accommodate site visits by DHHS to verify program requirements.
  • Update and submit the Readiness Plan by December 31 of each budget period.
  • Complete and submit data from a Medical Response and Surge Exercise (MRSE) annually by June 30 each budget period.
  • Review and update HCC governance documentation by December 31, 2025.
  • Complete Hazard Vulnerability Assessment and Readiness Assessment by December 31, 2025.
  • Complete Cybersecurity Assessment and Extended Downtime Healthcare Delivery Impact Assessment by June 30, 2026.
  • Review and update Readiness Plan and Training and Exercise Plan by December 31, 2025.
  • Complete or review and update Recovery Plan, Information Sharing Plan, Resource Management Plan, Medical Surge Support Plan, and Continuity of Operations Plan by June 30, 2026.
  • Exercise and improve HCC plans using Homeland Security Exercise and Evaluation Program (HSEEP) methodology, addressing community needs and access / functional needs of at-risk individuals.
  • Conduct at least one operations-based functional or full-scale exercise every budget period, which may be part of the MRSE.
  • Serve as the HCCs administrative and programmatic point of contact during everyday operations, managing communications, systems, and coordination.
  • Oversee HCC planning activities, including coordinating training, facilitating exercises, ensuring financial stability, and developing budgets.
  • Lead four principal activities : reviewing and activating the Coalitions plans as needed, supporting the HCC in steady state and in response, hosting or supporting emergency preparedness exercises involving healthcare partners, and leading engagement with non-clinical community partners.
  • Review and update the charter, membership roster, and plans by May 2026.
  • Use HVA and Readiness Assessment submissions to identify most-impacted communities and engage stakeholders through targeted focus groups to incorporate community-informed action items into updated plans.
  • Coordinate with DHS CISA to provide cybersecurity training and tabletop exercises to HCC members by November 2025.
  • Coordinate with community partners in the USU Agriculture program to identify the needs of communities with higher risk for an avian influenza outbreak and include those needs when calculating risks for the annual HVA.
  • Increase the capability of healthcare coalitions to bolster preparedness and response activities for emerging special pathogen threats, including avian influenza.
