Construction & Maintenance Project Specialist
Under the supervision of the Construction & Maintenance Supervisor, or Assistant Area Manager - Park Ranger 3, this position performs advanced skill level work in various trades accomplishing routine, planned, and emergency maintenance and may serve as the maintenance and project contact for Steamboat Rock and associated park managed facilities and properties. This position coordinates and works cooperatively with area and park staff, is responsible for project identification, planning, development, and completing projects of a routine and non-routine nature (including emergency and urgent repairs), as well as oversee maintenance and operation of agency owned equipment, tools, buildings, and facilities.
This position is not eligible to telework, as physical in-office presence is required to perform essential functions. Duties include, but are not limited to :
- Responsible for completing preventative and deferred maintenance projects requiring lead and journey level skills.
- Performs journey level work in equipment operations, repair, improvement projects, carpentry, masonry, roofing, plumbing, and electrical trades.
- Maintains, constructs, and remodels buildings, trails infrastructure, and other facilities including several sewer lift stations, sewage lagoon cells, water systems and large irrigation systems.
- Proposes, plans (including permitting and budgeting), provides written documents, period project review, and quality control.
- Performs construction and maintenance tasks and projects within the parks and facilities managed, and permit codes.
- Responds to maintenance related emergencies and urgencies.
- Maintains health and safety standards; works alone in remote locations.
- Responsible for heavy equipment operation / transportation, maintenance and repair, as needed.
Required qualifications :
Four (4) years of advanced level experience in two (2) or more of the construction / building trades to include : building maintenance, repair, remodeling, construction duties, and mechanical / machinery operation and a high school graduation or GED and a valid unrestricted (other than corrective lenses) driver's license and a Class A Commercial Driver's License (CDL) must be obtained within the first 12 months of employment and a Public Pesticide Operator's License must be obtained within the first 12 months of employment and a Wastewater Operator Group 1 / Wastewater Operator in-training certificate within the first 12 months of employment.Option #2 :
Two (2) years as a Maintenance Mechanic 1 and a high school graduation or GED and a valid unrestricted (other than corrective lenses) driver's license and a Class A Commercial Driver's License (CDL) must be obtained within the first 12 months of employment and a Public Pesticide Operator's License must be obtained within the first 12 months of employment and a Wastewater Operator Group 1 / Wastewater Operator in-training certificate within the first 12 months of employment.Option #3 :
A combination of up to two (2) years of technical or vocational training or education in a building / construction trade AND advanced level experience in two (2) or more of the construction / building trades to include : building maintenance, repair, remodeling, construction duties, and mechanical / machinery operation equaling at least four (4) years combined experience and a high school graduation or GED and a valid unrestricted (other than corrective lenses) driver's license and a Class A Commercial Driver's License (CDL) must be obtained within the first 12 months of employment and a Public Pesticide Operator's License must be obtained within the first 12 months of employment and a Wastewater Operator Group 1 / Wastewater Operator in-training certificate within the first 12 months of employment.Required knowledge, skills, abilities, and perspectives :

Experience working for Washington State Parks or a similar parks and recreation entity.Advanced level experience driving and operating a variety of vehicles and light to heavy equipment.Advanced knowledge and experience working with various hand & power tools.Intermediate technical knowledge and expertise in construction, installation, and problem-solving issues impacting agency facilities, sites, and systems.Beginner skills and experience with the use of Microsoft Office products, such as Word, Outlook, and Excel.Beginner project management experience to include planning, purchasing, and completion of tasks.Experience organizing work projects to include time management, multi-tasking, and communication.Knowledge and application of building codes and all other rules and regulations governing safety, repair, and maintenance and construction of facilities and tasks.Uniform : All Construction & Maintenance Specialist are required to wear a uniform. A complete and properly worn uniform helps establish the professional identity of a Construction & Maintenance Specialist and promotes respect as a Washington State Parks employee. All Construction & Maintenance Specialists will receive 6 shirts within the first year (2 shirts per calendar year after the first year), 1 jacket every 3 years, 1 baseball cap every year, 1 safety vest every 3 years, and a clothing stipend of $200 per year, and a $250 boot stipend every 2 years. Uniform stipends are intended to offset the cost of clothing worn in the workplace such as pants, boots, raingear, etc.
Working conditions : Position works five (5) days a week, 8 hours a day. Core working hours are typically 8 : 00 a.m. - 5 : 00 p.m., Monday - Friday. Work hours may vary depending on the season and the incumbent may be required to adjust their work schedule to meet business needs. Work tasks vary, which require attending to customer service and maintenance needs in various weather conditions including inclement weather, at heights, within confined spaces, and below grades. Work is performed in all types of terrain and will require sitting, standing, digging, bending, twisting, and walking for long periods of time. This position will require travel between parks, throughout the area. Occasional travel might be required for statewide meetings, trainings, or other field work and will be necessary in all types of weather conditions and climates. Periodic overnight travel may be necessary.
