This supervisor oversees an information technology unit in ProviderOne Operations that supports critical Managed Care payment systems. This individual serves as a mentor for staff and subject matter expert for systems, including system design and operations, technical leadership, and proactive system enhancements. About the unit :

ProviderOne is the Health Care Authority's (HCA) mission-critical Medicaid Management Information System (MMIS). This large-scale enterprise system is operated and managed within the Medicaid Customer Service Division, ProviderOne Operations Section and :

  • Processes over five million claims per month and
  • Processes payments in excess of $22 billion annually to providers of services to Medicaid clients statewide.

A crucial IT area of focus and unit in P1O is the IT Unit, the Managed Care Operations and Implementation Unit (MCOIU) which is accountable for :

  • Configurations in the ProviderOne system that supports Managed Care payments to Washington Medicaid Organizations.
  • Day-to-day operations, of the related MC-Track system, an organization-wide system that monitors the compliance of Managed Care Plans through adherence of their contracts.
  • About the position :

    The Managed Care IT Systems Supervisor serves as the agency's senior specialist for Managed Care technology and is responsible for the supervision of the MCOIU Information Technology (IT) unit. This position independently performs functions unique to the operation and maintenance of the Managed Care programs within ProviderOne as well as provides technical assistance to HCA and DSHS Program Managers, assessing impacts on the ProviderOne system design and configuration as a result of Managed Care program and, policy changes.

    This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

    Some of what you will do :

  • Supervise the work of highly skilled ProviderOne technical staff that are responsible for the analysis, configuration and testing of the ProviderOne and MC-Track systems
  • Supervise the work of analysts responsible for ensuring quality encounter data submitted by the Managed Care Organizations
  • Sets the strategic direction for MCOIU staff for implementing new Managed Care programs in the ProviderOne system
  • Monitors and provides quality control oversight of encounter data
  • mentor staff through complicated system issues
  • Manage the design / operational activities to ensure appropriate program policies and procedures are consistently applied and that necessary payment controls are operational
  • Provide technical and organizational leadership and responsible for operation and tactical decision making and impact analysis for the Managed Care functionality in ProviderOne
  • Serves as a technical consultant and provides leadership to staff
  • Manages the System Development Life Cycle (SDLC)
  • Monitors and ensures the completion and manages Memorandum's of Understanding (MOUs) with the customers
  • Acts as ProviderOne and MC-Track operational program, policy, and configuration lead
  • Required qualifications :

    Qualifying candidates will meet one of the following criteria options :

    Option 1 :

  • Nine (9) years of professional IT experience with ProviderOne such as analyzing, designing, installing, programming, testing and / or maintaining computer software applications, hardware telecommunications, or network infrastructure equipment or providing customer or technical support specific to ProviderOne.
  • Option 2 :

  • Associate degree OR equivalent two years of vocational training in a technical field and
  • Seven (7) years of professional IT experience with ProviderOne such as analyzing, designing, installing, programming, testing and / or maintaining computer software applications, hardware telecommunications, or network infrastructure equipment or providing customer or technical support specific to ProviderOne.
  • Option 3 :

  • Bachelor's degree or higher in computer science, information systems, or closely related field and
  • Five (5) years of professional IT experience with ProviderOne such as analyzing, designing, installing, programming, testing and / or maintaining computer software applications, hardware telecommunications, or network infrastructure equipment or providing customer or technical support specific to ProviderOne.
  • Option 4 :

  • Three (3) years as a journey level IT professional in state service.
  • Qualifying candidates will also satisfy all of the following criteria (experience may be gained concurrently) :

  • Two (2) years of direct hands-on experience developing and managing requirements of major systems or system / subsystem components including eliciting, analyzing, validating and documenting business, organization, functional and non- functional requirements.
  • Four (4) years of experience with vendor / System Integrator management and facilitating systems development sessions and relationships.
  • Two (2) years of knowledge and hands-on experience with Software Development Lifecycle (SDLC).
  • Two (2) years of demonstrated experience with best practice Business Analysis methodologies based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards).
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Preferred qualifications :

  • Expert level analytical, facilitation, systems and organizational skills.
  • Certified or professional level certification as a Business Analyst.
