Senior Program Manager-Transition To Operations

Salary range is $87k to $191k with a midpoint of $139k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including : Health Benefits : We offer two choices of medical plans, a dental plan, and a vision plan all at no cost for employee coverage; comprehensive benefits for employees and eligible dependents, including a spouse or domestic partner. Retirement Plans : 401a 10% of employee contribution with a 12% match by Sound Transit; 457b up to IRS maximum (employee only contribution). Paid Time Off : Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service. Employees at the director level and up accrue additional days. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year. Parental Leave : 12 weeks of parental leave for new parents. Pet Insurance discount. ORCA Card : All full-time employees will receive an ORCA card at no cost. Tuition Reimbursement : Sound Transit will pay up to $5,000 annually for approved tuition expenses. General Purpose : Under general supervision, the Senior Program Manager for Transition to Operations will manage the training program for system expansion and other large projects. This person will work closely with Service Delivery Department, Agency Oversight, and Capital Delivery functional leaders as well as outside contractors to deliver results in the areas of capital program training, maintenance readiness, and operational readiness. This position and work play a critical role in ensuring the agency and its partners are ready to safely and effectively operate the expanded system and new assets.

Essential Functions : The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Responsible for management and coordination of training activities related to new transit assets and systems for Sound Transit staff, operating partners, and other third parties.
  • Build and manage a master schedule for capital expansion training and other major projects.
  • Responsible for the development, implementation, and regular reporting on capital training program metrics to departmental and agency executive leadership.
  • Act as project manager and direct the procurement and contracting process for outside vendor support of system expansion training and operational readiness.
  • Manage vendors and consultants responsible for the implementation and delivery of training on capital delivery and other projects.
  • Evaluate and monitor performance and quality standards of internal Asset Transition Office programs and initiatives, including those led by outside vendors.
  • Interacts with leaders throughout the organization to assess needs of the capital expansion training program.
  • Review and approve training materials to ensure documents are compliant with agency and contractual standards.
  • Oversee general administrative duties, such as coordinating with stakeholders, scheduling class times and locations, sending invitation information to all trainees, and maintaining records of training activities.
  • Writes, maintains, and provides continuous improvement support for Asset Transition Office process and procedures.
  • Work with stakeholders to ensure proposed training meets teams' needs
  • Work actively within the agency Operational Readiness Software and / or project management information system.
  • Write administrative policies and procedures in support of the activation and transition of new assets to operations.
  • Back-up to Manager and will serve all the functions of the Manager of Operational Readiness for Resources in their absence.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

Minimum Qualifications : Education and Experience : Bachelor's degree in Public Administration, Urban Planning, Business Administration, Facilities Management, Industrial or Organizational Psychology or related field; Master's degree preferred. Five years of experience in program / project management, policy, and procedure development, HR / Organizational Development; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications :

  • Project Management Professional (PMP)

  • Excellent technical skills in our main software applications which include, but are not limited to : Windows, Office 365, (Word, Excel, PowerPoint, Visio, OneNote, OneDrive for Business, SharePoint Online, and Teams).
  • Presentation skills, able to present technical and non-technical information to an audience with varying skills and technical background.
  • Ability to learn and use Operations Readiness Software and Project Management Information Systems.
  • Strong task management skills : able to organize, prioritize, execute tasks, and pivot as needed in a very dynamic environment
  • Demonstrating a positive customer service orientation with both internal and external clients.
  • Ability to work in a complex and changing environment; must be self-motivated.
  • Proficiency in writing / documenting policies and procedures
