Job description

The Bureau of Child Care ensures that child care services in New York City operate in compliance with the New York City Health Code and New York State Social Service regulations and are licensed or permitted as required by law. The Bureau routinely monitors child care programs to protect the health and safety of children while in the child care environment and actively works to improve and expand access to high quality programs which support early childhood development and learning. The Deputy Director for NYS Service Operations will support the Bureau of Child Care's State licensing activities and ensure productivity and oversight of key performance indictors and Grant requirements.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO :

  • Conduct research and investigations of best practices utilized in regulated child care jurisdictions throughout the country and evaluate current DOHMH protocols, licensing standards, and inspectional compliance data in light of those studies.
  • Apply information gained through research and the evaluation of operational and inspectional data and current public health tenets, to the development of inspectional and licensing protocols. - Provide the State, Agency and Bureau with fact-based statistics in the formation of policies and procedures.
  • Evaluate proposals submitted by regulated entities and interested parties for the modification of regulations and protocols to ensure the maintenance of public health goals and the application of best practices in the child care community.
  • Make recommendations on the appropriateness of suggested changes to bureau management.
  • Through the provision of periodic reporting, by both written and oral presentation, provide bureau staff with information on new emerging health and child development issues impacting child care and children of childcare age.
  • Provide instruction to staff on methodology for investigation and research and techniques, including documentation of survey results from outbreaks in child care programs.
  • Coordinate field and operational activities by the provision of acceptable public health and regulatory standards to the assessment of compliance by regulated entities with relevant Federal, State and Health Code regulations, and established public health standards.
  • Supervise a New York City Public Service Fellow and provide project direction and oversight.
  • Assist in coordinating the efforts of the agency to establish consistency with the public health projects and operations of other bureaus, agencies or institutions. Coordinate research efforts with agency partners for the purpose of understanding the root causes and mitigating adverse results.

Selected candidate will be expected to travel to Albany, NY for training and elsewhere throughout the State for an annual NYS Regulator's meeting. Expenses paid by the agency.

PREFERRED SKILLS :

  • Excellent oral written interpersonal communication skills;
  • Highly organized, strong attention to detail and solution oriented;
  • Dedication to customer service; Ability to multitask in a fast-paced environment;
  • Working knowledge of child care regulations desired but not required;
  • Experience with data entry and querying large datasets a plus.

    Minimum Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have :

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    NOTE : Probationary Period

    Appointments to this position are subject to a minimum probationary period of one year.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
