Job Title : Senior Business Analyst (Child Welfare, Health & Human Services, Oracle / Cognos 7+ Years Exp)

Location : New York, NY (Hybrid)

We are currently seeking candidates who meet the following qualification

Qualifications :

• Developed business process definitions, business rules, and process decompositions to support system enhancements and operational improvements.
• Extracted and documented business rules from existing applications and systems to ensure accurate translation into future-state solutions.
• Supported Change Management initiatives by analyzing business processes for efficiency, identifying compliance gaps, and aligning with New York State and Federal regulations.
• Collaborated directly with end users in human services environments, delivering classroom and on-the-job training and technical assistance to support successful system adoption.
• Hands-on experience with Health and Human Services (HHS) systems and program workflows, including child welfare programs.
• Conducted application and system analysis involving relational databases (e.g., Oracle) and reporting tools such as COGNOS.
• Strong proficiency in Microsoft Office Suite, including advanced data manipulation and reporting using Excel, Access, and Project.
• Interpreted and applied State and Federal laws and regulations impacting health and human services programs to guide requirements and ensure compliance.
