Public Works Director
This position directs all operations of Public Works.
Essential Functions
- Assigns, directs, supervises, evaluates, and coordinates all daily Public Works activities including but not limited to : Engineering, Roads, and Stormwater. Responsible for personnel management including hiring / firing, performance evaluations, mentoring and disciplining
- Develops, administers, and monitors department budget, policies and procedures, short- and long-term goals
- Oversight and coordination of contracted services; drafts and bids service contracts; develops contract documents; administers and issues notices to proceed with work; cancels and terminates contracts; monitors quality of contracted work
- Oversight and coordination of capital projects; develop feasibility reports with cost estimates; review and recommend site selections; acquire project funding; conducts project bid process
- Oversight and coordination of planning and transportation operations; prepares Transportation Improvement Program
- Oversight and coordination of traffic and roads operations and activities; supervises traffic signal system operations; summarizes accident statistics; directs traffic sign and marking placement; determines sign layout for new developments
- Directs the repair and installation of streetlights and signals, traffic signs, and traffic control devices; prepares roadway beautification projects; implements bike and pedestrian grants; supervises Paving Program
- Oversight and coordination of solid waste operation and activities; administers Limb Removal Program; conducts Landfill Remediation Program; coordinates alternative disposal sites
- Oversight and coordination of a variety of projects and programs; oversees Building Maintenance Program; Property Acquisition Process, Mosquito Abatement Program and annual Draining Improvement Program
- Oversight and coordination of emergency response and directs necessary tasks to meet emergency needs during situations such as roadway failures, natural disasters, storms, ice, snow, flooding, vehicle accidents, or other situations
- Monitors inventory of department equipment and supplies; directs the maintenance and repair of department equipment and vehicles
- Serves as staff liaison and representative on city boards and commissions. Represents the city in a variety of public settings. Prepares reports and gives presentations in public settings
- Performs other related duties as assigned
Knowledge and Skills Required
Knowledge of : Public Works administration, Management principles, Project management, Techniques, equipment, and supplies used in engineering, street and general construction / maintenance, Budgeting principles and practices, Safety policies and procedures, Federal, State, and local laws relevant to department operations, Must learn city ordinances, policies and procedures
Skills in : Organizing and prioritizing work, and effective management and supervision, Analyzing and interpreting data and providing recommendations, Developing and interpreting plans and specifications, Reading and interpreting blueprints, Operating a computer, calculator, and other electronic equipment, Oral and written communication
Scope and Effect
The purpose of this position is to manage the overall operation of the department. Successful performance helps ensure the effective and efficient operation of the department and will affect the public image of City government.
Physical Demands and Work Environment
Environment : Work is typically performed in an office and outdoors where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals and occasional inclement weather. Work may require the use of personal protective equipment.
Physical : Work is typically performed while sitting at a desk. Occasionally lifts objects, climbs ladders, uses equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
Visual : See in a normal visual range with or without correction. Specific vision abilities required by this job include close vision and the ability to adjust focus.
Hearing : Hear in a normal audio range with or without correction.
Supervisory Controls
This position reports directly to the Chief of Operations
Supervisory and Management Responsibility
This position has direct supervision over several administrative, technical and professional positions. This position has approximately 35 full-time employees under their supervision who perform various roles in the accomplishments of municipal government operations.
Minimum Qualifications
Bachelor's Degree, preferably in civil engineering or a course of study related to the occupational field. Experience in said field or related field is highly desirable.10+ years of related experiencePossession of or ability to readily obtain a valid Driver's License issued by the State of Tennessee for the type of vehicle or equipment operatedExperience with managing projects and personnel in a collaborative and professional environmentPreferred Qualifications
Certification as a Professional EngineerFLSA Status : Exempt Pay Grade : 26
