Senior Analyst - Accounts Payable & System Set-up

PLACE OF PERFORMANCE :

Offeror proposed resource shall provide services onsite / remote as follows :

Onsite for two (2) days per week at 189 Harry S. Truman Parkway, Annapolis, MD 21401.

b. Remote for three (3) days per week at a suitable off-site location selected by the Offeror / Offeror proposed resource.

FSCM Functional Analyst(s)

• . FSCM Functional Analyst includes the following resources :

(1) Senior Analyst - Procure to Pay

(2) Senior Analyst - Order to Cash

(3) Senior Analyst - Accounts Payable & System Set-up

b. Background Information :

(1) The Financial Supply Chain Management system team provides helpdesk and training support to the user community on an as-needed basis.

(2) The FSCM team will provide 1st and 2nd tier user support. Currently, there are 850 users that can access the Judiciary's PeopleSoft financial system. During the previous calendar year, the FSCM support team resolved 905 service tickets in the following business areas : Accounts Receivable (OTC) Procure-to-pay (PTP), Accounts Payable, General Ledger, Commitment Control and Security.

(3) Helpdesk tickets are normally resolved the same day with the 1st response to the user within one (1) to (2) hours of receiving the helpdesk ticket.

c. Scope of Work

(1) Serve as the Subject Matter Expert for PeopleSoft FSCM 9.2.

(2) Defining and capture business requirements.

(3) Provide design, development, testing and deployment expertise for customizations or configuration updates.

(4) Provide all tier level production support.

(5) Perform system configurations and testing.

(6) Develop system documentation to include : configuration workbooks, test plans, design documents, standard operating procedures, and training materials.

(7) Provide knowledge transfer to internal subject matter experts.

d. Minimum Qualifications

(1) Bachelor's Degree in Computer Science or a related field, as determined by the Client. The Client will accept a bachelor's degree in Account for one (1) Analyst.

(2) Three (3) years' expert experience in PeopleSoft 9.2 FSCM, HCM, ELM, and Portal in a development or functional consultant role.

(3) Three (3) years' expert experience in PeopleSoft tools 8.59 and later, Application Designer, Application Engine, PeopleCode, SQR, BI / XML Publisher, Integration Broker, PS Query reporting, Security configuration, AWE, CI, and Process Scheduler. e.

Preferred Skills, Experience, and Capabilities

(1) The Client prefers at least one (1) FSCM Analyst to have a bachelor's degree in accounting.

(2) Five (5) years' expert experience in PeopleSoft 9.2 FSCM, HCM, ELM, and Portal in a development or functional consultant role.

(3) five (5) years' expert experience in PeopleSoft tools 8.59 and later, Application Designer, Application Engine, PeopleCode, SQR, BI / XML Publisher, Integration Broker, PS Query reporting, Security configuration, AWE, CI, and Process Scheduler.

(4) Experience with the following :

i PeopleSoft upgrades and testing

ii PeopleSoft selective adoption process

iii AWE / Workflow

(5) Expert level knowledge of the following :

i SDLC methodology and processes

ii SQL

iii Oracle 19C databases

iv REST-based webservers

v Peoplesoft chart of accounts and the chartfield configuration process in Peoplesoft Financials.

vi Purchasing, e-procurement, grants, contracts, general ledger, commitment control, account payables, account receivables / billing (Order-to-Cash), and Asset Management / Inventory.
