Responsibilities :
Lead the planning, analysis, and development of business, functional, and non-functional system requirements for new application development and system enhancements.Utilize in-depth knowledge of public assistance programs (cash, food, and medical) to ensure system alignment with federal and state policies.Gather and analyze details related to core business processes, data requirements, business rules, and external system interfaces.Assess current system functionality and analyze the impact of requested changes in alignment with business objectives.Develop comprehensive Software Requirements Specifications (SRS) and related artifacts that accurately define system needs.Facilitate requirements and design approval processes, ensuring stakeholder alignment and clarity.Support, maintain, and enhance organization-wide, high-impact, mission-critical applications such as ACES.Collaborate with programmers, system architects, test staff, and customer support teams to troubleshoot and resolve complex technical or process issues.Serve as a liaison between the Division of Information Technology (DIT) and program areas, representing IT needs related to automation, policy, and planning.Requirements :
Expert knowledge of public assistance programs (cash, food, and medical) - 5+ yearsProven success managing projects using industry-standard project management methodologies.Strong understanding of SDLC processes and methodologies (Agile or Waterfall).Experience gathering, developing, and documenting business and functional requirements for large-scale systems.Ability to analyze system functionality and identify operational gaps or improvement opportunities.Must have prior experience supporting a state Integrated Eligibility (IE) project.Excellent facilitation, communication, and documentation skills.
