Vice President - Planning and Design

Job Description

The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management, is seeking a Vice President – Development and Design in the Planning and Development Division.

Under limited supervision plans, organizes, coordinates and evaluates the work of personnel engaged in Philadelphia Housing Authority’s (PHA’s) construction and development operations. Manages, administers and oversees all elements of multi-million-dollar development and capital projects from concept through warranty management; assists Executive Vice President – Capital Projects with related administrative functions; performs other related duties.

Salary : $123,000 - $150,000

Essential Functions :

• Leads the design and construction of in-house force account projects, large contracted capital projects and multi-million dollar mixed financed Low Income Housing Tax credit projects, as well as the Authority’s sustainability initiatives.
• Manages quality assurance functions of the Construction Management team that typically consists of an outside construction management consultant, and other specialty firms necessary to complete a design and construction projects from conceptual master planning phase through construction, occupancy and warranty guarantee tracking and coordination phase.
• Leads the development of all program, funding, and strategic plans, ensuring on time, within budget, and full scope delivery of all development projects.
• Analyzes and prepares forecasts to project long-term and immediate development needs.
• Assists the Executive Vice President – Capital Projects with the management and reporting of the department’s development and capital projects.
• Solidifies and strengthens relationships with the Authority’s strategic partners.
• May chair weekly departmental meetings, coordinate the completion of annual reports, status reports, and budgets, attend internal and external meetings, and meet with vendors and department presentations.
• Stays abreast of new trends and innovations in the field of development, construction management and finance.
• Other duties as assigned

Minimum education

Possession of a Master’s degree inConstruction Management, Architecture, Civil, Mechanical or Electrical Engineering or a related field; AND

Minimum experience

ten (10) or more years of experience in Real Estate Development or a related field including two (2) years of experience in public housing or another State or Federal agency; OR an equivalent combination of education and experience.

License and Certifications Requirements :

A valid Commonwealth of Pennsylvania Driver's License is required
