Job description

Airport Manager

Coordinates the activities and operations of the Peter Prince Airport in a safe and efficient manner in conformance with applicable FAA, TSA and FDOT requirements, ensures collection of all rents, fees and lease amounts owed the County. Manages state and federally funded grant programs and ensures compliance with grant agreements and other contracts related to Peter Prince Airport.

Essential functions are fundamental job duties. They do not include marginal tasks which are also performed but are incidental to the primary functions. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position, nor does every position allocated to the class necessarily perform every duty listed. Personal characteristics required of all employees such as honesty, industry, sobriety and the ability to get along with others, are presumed qualities and may not be listed specifically

  • Develops and implements, airport, goals and objectives; recommends and implements policies and procedures.
  • Advises leadership on aviation-related matters, including regulatory compliance, operational issues, industry standards, and best practices.
  • Coordinates airport activities with County and outside agencies and organizations.
  • Attends meetings as necessary on behalf of the County.
  • Administers, oversees, and participates in the development of the airport work plan; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures.
  • Develops and recommends a plan for the full use of airport land in ways that are compatible with the environment and promotes the generation of new revenue to offset operational costs.
  • Accurately, diligently, and methodically manages the fiscal operation of the airport and leases of space at the airport as enterprise funds by balancing income and expenditures; ensures prompt and accurate payment of all debt owed the County at the airport.
  • Forecasts additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures within designated budgetary limits and recommends adjustments to the division budget as necessary.
  • Makes public presentations before the Board of County Commissioners, County management or community organizations in relationship to assigned duties.
  • Develops, monitors, controls, and evaluates airport programs, including acquisition of grants, maximizing revenues, and minimizing expenses, to provide an effective overall financial program subject to review and approval by the County Administrator and Board of County Commissioners.
  • Assists with all aspects of grant research, grant proposal development and compliance.
  • Ensures grant reimbursements and reports are completed in a timely manner; grant activities are progressing and in compliance with funding requirements; prepare and submit grant continuation documents.
  • Reviews and analyses reports, records, and directives, and confers with other departments, internal and external, to obtain data required for grant-funded program activities.
  • Assists in contract development and the transfer of these activities to contract management staff.
  • Prepares internal and external reports regarding the financial status of Peter Prince Airport and related programs, grants, and contracts.
  • Coordinates with appropriate staff to prepare for, and respond to, annual inspections by state and federal agencies.
  • Maintains knowledge of applicable federal, state, and local regulations relating to airport operations.
  • Coordinates with other agencies as necessary regarding safety and emergency issues.
  • Recommends policies and procedures for the lease and / or rent of County owned properties at the airport and makes appropriate recommendations regarding disposition of properties.
  • Updates NOAA Facility Directory and assures NOTAMS reflecting current conditions and provides pilot alerts to assure safety and minimize legal liability.
  • Plans for development, construction, and rehabilitation of facilities; assures quality control.
  • Researches and prepares technical and administrative reports and studies; prepares written correspondence as necessary.
  • Exercises care, tact, and decorum in the performance of duties and keeps supervisor fully informed on all matters relating to the airport.
  • Interacts with the public in an effective and courteous manner.
  • Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
  • May have a role in the County's disaster preparation and / or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and / or after an emergency.
  • Must be able to meet minimum attendance standards.
  • Performs related duties as required.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS :

The physical requirements are that of light work and include exerting up to 20 pounds of force occasionally, and / or up to 10 pounds of force frequently and / or a negligible amount of force constantly to move objects. The work requires some physical exertion, such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching stooping, stretching reaching or similar activities. The work may require specific, but common, physical characteristic and abilities, such as above average agility or dexterity. Requires repetitive motion of the wrists, hands and / or fingers. Requires fingering to include picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand as in handling. Required to operate a motor vehicle to attend off site meetings.

Requires close visual acuity to perform an activity such as : preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and / or operation of machines (including inspection); using measurement devices; and / or assembly or fabrication parts at distances close to the eyes.

Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.

ENVIRONMENTAL CONDITIONS :

The working environment involves everyday risks or discomforts that require normal safety precautions and is nearly absent of potentially disagreeable elements, such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odors, dust, etc. The employee is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of business English, spelling, arithmetic and office practices and procedures; database software; internet, spreadsheet, word processing and presentation software; bookkeeping methods, and relevant County ordinances and state and local laws.

Required to operate a personal computer, calculator and word processing, spreadsheet, presentation and / or database programs; creative writing, public speaking, business writing; proofreading and editing.

Required to speak in public; exercise judgment and discretion in establishing, applying and interpreting business needs; effectively represent the County and the department in answering questions, responding to inquiries, providing assistance, and dealing with concerns from the public, community organizations, other County staff and other agencies; express ideas effectively both orally and in writing; establish and maintain working relationship with local municipal professionals, businesses, employees and public.

MINIMUM & PREFERRED QUALIFICATIONS

Bachelor's degree in Aviation Management, Airport Management, Aeronautical science business administration, public administration, or closely related field; supplemented by four (4) years of progressively responsible experience in airport operations or airport administration; OR an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Experience in grant compliance and administration, budget preparation and analysis, business management, and contract or lease administration is required. Experience with Microsoft Word, Excel and PowerPoint is required. Federal and state knowledge of rules and regulations affecting airport operations and / or project management is preferred.

LICENSURE AND / OR CERTIFICATIONS :

Requires a valid driver license at the date of hire and maintain said license while employed in this position.
