Senior Business Analyst – Procurement (Government Projects) Location :

Position Summary :

  • We are seeking an experienced Senior Business Analyst with deep expertise in public sector procurement and large-scale government technology or process implementation projects.
  • This role will focus on investigating and analyzing the root causes behind the failure of several critical initiatives.
  • You will work closely with internal stakeholders, procurement teams, and project managers to provide clarity, identify systemic issues, and offer evidence-based recommendations.
  • Key Responsibilities :

  • Conduct in-depth root cause analysis on failed procurement and implementation projects within government agencies.
  • Review historical documentation, procurement processes, project governance, stakeholder engagement, and vendor performance.
  • Facilitate interviews, workshops, and information-gathering sessions with internal and external stakeholders.
  • Map and analyze end-to-end procurement and implementation workflows.
  • Identify patterns of failure or systemic issues (e.g., scope creep, misaligned expectations, inadequate planning or change management).
  • Deliver findings in clear, executive-level reports with supporting data and actionable recommendations.
  • Support the design of remediation strategies, process improvements, or organizational change initiatives based on findings.
  • Required Qualifications :

  • 7+ years of business analysis experience, with at least 3 years in public sector procurement or contract management.
  • Demonstrated experience conducting root cause or post-mortem analysis on large, complex projects.
  • Strong understanding of government procurement processes, regulations, and contract lifecycle.
  • Experience with ERP, procurement systems, or large-scale digital transformation efforts in government or quasi-government entities.
  • Excellent communication, facilitation, and documentation skills.
  • Ability to synthesize complex data into actionable insights for both technical and non-technical audiences.
  • Preferred Qualifications :

  • Prior experience working with or in state or federal agencies (e.g., departments of health, transportation, education).
  • Certification in business analysis (CBAP), procurement (CPPB, CPPO), or project management (PMP, PRINCE2).
  • Experience working in highly regulated environments with multiple stakeholders and compliance constraints.
