Under general supervision of the Talent & Employee Relations Manager, the Human Resources Business Partner (HRBP) provides consultation and support to assigned business groups.   The HRBP will have knowledge in areas of employee relations, talent acquisition, engagement, succession planning, organizational culture, and program execution.  The HRBP applies expert skills in a full range of HR methods, principles, and practices to advise and drive the execution of all activities specific to the employee lifecycle.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions & Other Important Duties :

  • Serves as a trusted advisor to leaders, managers, and individual contributors in support of organization goals and HR best practice and compliance.
  • Partners with business groups leaders in the strategic planning process and development of human resources strategies that support the organization and business group needs.
  • Collaborates with assigned business groups to manage employee job performance by coaching, counseling, and disciplining employees, planning, monitoring, and appraising job results.
  • Reviews and ensures accuracy of all personnel actions in HRIS system including new hires, terminations, position changes, and pay changes; and ensures files and records are properly maintained.
  • Reviews and analyzes business and HR data regarding employee life cycle and workforce measures, utilizing data to make enhancement recommendations.
  • Stays abreast of current laws (federal, state, and local) regarding HR practices. Develops or assists in developing written policy and guidelines. Identifies and recommends process improvements.
  • Provides advice and assistance to managers and employees in matters relating to conduct, performance, attendance, and conflict resolution.
  • Helps drive an environment of engagement, shared success, and continuous improvement.
  • Prepares and maintains HR Department SOPs.
  • Designs, facilitates, and coordinates HR training classes on behalf of the department; may be in collaboration with Learning and Development Coordinator.
  • Assists supervisors and managers with disciplinary actions while creating evidence files. Provides interpretation of policies and the applicability to various disciplinary action situations.
  • Manages online application tracking system to assist hiring managers and applicants in tracking applicant and job opening information and follow-up correspondence.
  • Responds to questions from and advises applicants and the public regarding City’s employment policies and processes.
  • Creates and places employment opportunity advertisements throughout social media channels and on specialty recruiting websites and City HR page. Assists department managers in the selection process to include conducting and creating advertising brochures, preliminary screenings of applications, assisting with interview questions and procedures, assisting in interviews, and sending notification letters to candidates as directed.
  • Schedules and monitors results of pre-employment drug screens, physical examinations, driver’s license, and background checks for individuals selected for employment; coordinates the Department of Transportation mandated random drug and alcohol testing program for specified positions and annual MVR audits.
  • Other Important Duties :

  • Provides employment information to applicants and responds to inquiries related to employment opportunities with the City.
  • Travels to attend meetings, conferences, and training.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

  • Knowledge of all City policies and procedures.
  • Knowledge of computers and related equipment, hardware, and software for utilization of Human Resources Information Systems to track and implement employee payroll, leave, benefits, training, and overtime.
  • Knowledge of customer service, business partner and or consulting practices and methods.
  • Knowledge of Federal, State and City laws, regulations, guidelines, policies, and procedures related to recruitment, talent management, employee relations, and / or other human resources areas.
  • Knowledge of HRIS systems; with knowledge of system reporting and testing.
  • Proficiency in all standard computer applications, including Microsoft Office products, particularly, Microsoft Word, PowerPoint, and Excel.
  • Utilizes sound knowledge of HR policies, standards, and practices to support good governance.
  • Education, Experience, and Certifications / Licenses :

  • Bachelor’s Degree in Human Resources Management or related field, and three (3) years of Human Resources experience or equivalent combination of education and experience.
  • Human Resources certification (SHRM or HRCI) may be in lieu of some experience.
  • Must pass a pre-employment drug screen, criminal background check and MVR check.
  • Must possess a valid State of Texas Driver’s License.
